Summary/Abstract: The management is both knowledge and art of acting in an unusual situation. Management is the professional skill for unusual solutions. Unlike the administration, it is far from being a strict recipe or a rehearsed role model. Administrative rigidity is the negation of management in its strict sense. And vice- versa, management is supposed to be leading to the absolute fragmentation of the administrative rigidity by means of scientific and creative flexibility of management professionalism. To go to the formation of a new professional creative style it is needed to overcome a number of already established similar views, according to which: - health management is a synonym with health care organization or healthcare economics - health management is no more than a mechanical transferring of the principles of general management or business administration in healthcare, etc. Health management is primarily a professional creative style based on ambiguous liberated thinking, synthesizing the main achievements of the management theory and the public health theory.
