Summary/Abstract: The creation of the Territorial Defence Forces should be considered as an event of fundamental importance for the military defense system, responsible for ensuring the effective and sustainable national security of the Republic of Poland. November 16, 2016, Sejm passed an amendment to the “Law on the universal duty to defend” regulating the activities of the Territorial Defence Forces. The amendment stipulates that the Army Territorial Defence will be the fifth kind of armed forces — besides ground forces, air, sea and special. Their commander will be appointed by the President with the Prime Minister and countersigned on a daily basis and will report directly to the Head of Defence. They will be able to interact within the framework of generally accepted and binding agreements and NATO.
