Summary/Abstract: The principle of the common good indicates the first constitutional value, the fundamental goal that the state is to serve – the integral development of the individual in society. Essential in a radical sense – a goal that all elements of the state serve. The common good is the sum of the conditions of social life that allow individual members of society and their associations to achieve more or easier perfection. It is the raison d'être of all public authorities. The principle of the common good is primarily a principle defining what the state should be, and not how citizens should behave towards the state. The state is a common good, not because everyone has obligations to it, but because it serves the development of all members of the political community.
