Summary/Abstract: The word democracy is a government which is a form of political system in which nationals, governments, directly or indirectly through elected representatives. The cradle of democracy is considered to ancient Greece and more specifically the Greek polis of Athens. By fundamental rights and freedoms should be understood: freedom of conscience, religion and expression, the right to property, personal inviolability, equality before the law. These values are very important because they express the whole point of operation of the democratic system.Direct democracy is the direct decision-making of state by the general public and all members of the community personally participate in political decision-making. Essential elements for the formation of a modern democratic system are: 1. separation of powers, which is divided into legislative, executive, judicial. 2. The high level of economic development, which is expressed by an increase in the number of educated citizens ready to make decisions public. 3. Tolerance legitimate dissent – citizens have a right to express their views, even if they differ from the views of others. 4. Lack of strong divisions in society, it refers to the fact that the differences and divisions in society lead to conflicts, which can be difficult to solve by democratic means. In a democratic system, citizens have the opportunity to participate in the political life of the country through direct forms of democracy (elections, referendum, popular initiative, consultation), indirect form of democracy (a system representative), civic initiatives, direct expressions of support or opposition (assembly), indirect forms of expression support or opposition (petitions, open letters), social and political organizations (associations and political parties).
