The concept of net cost of municipal services in Poland

Summary/Abstract: The article presents the problem of efficiency of public utilities in Poland. Traditional performance measures do not allow the measurement of complex municipal companies, which does not force operators to improve the operating efficiency which is regarded low. The purpose of this study is to present modern concepts of measurement and regulation of the market − the net cost calculation of municipal services. The thesis of this article is to state that the calculation of the net cost of municipal services can be an effective tool for improving the technical efficiency of enterprises providing public services in Poland. This study is the first attempt in Poland to implement the concept of calculating the net cost of municipal services sector.
