Compensation Fund as a Method of Financing Universal Postal Services

Summary/Abstract: The Member States of the European Union are obliged to provide all citizens with universal postal services. The aim of the article is to present the concept of compensation fund as a method of financing universal postal services provided by the postal operator and to indicate the implications arising from the solutions applied in the Polish legal system. The article’s thesis is to state that the current mechanism for universal postal service compensation is defective and ineffective from the point of view of the designated operator. The study concludes that the preferred form of financing the net cost should be the full subsidy from the budget, and the unjustified burden on the operator of the full net cost value as a real additional burden rather than the loss on universal service.
