Big or small? Dilemma of communal size

Summary/Abstract: The creation of possible changes in territorial division should be based on sound knowledge. The aim of the paper is to try to answer the questions if larger communes are more efficient and if the consolidation of administrative structures result in reduced operating unit costs. The work is a review and is a synthesis of the results of the studies published in the world literature. The literature review on the territorial division reform shows that the evidence of the scale effect in local governments is very ambiguous. Similarly, it is difficult to formulate conclusions that would allow to determine the optimal size of the basic units of territorial division.
