Concept of a local government efficiency assessment system

Summary/Abstract: In present, state budget system efficiency does not constitute an essential criterion of public money spending assessment. The public institution exemption from the necessity of measurable results reveals a problem with execution of economic efficiency of its activity. So far research methodology execution has not been generated which would allow efficiency comparison both in separate services and on the whole local government units level. The publication presents such a system concept which could be implemented with little modification of existing law.
