Summary/Abstract: The traditions of modern local government in Poland date back to the 3rd May Constitution of 1791. Political defeat of the Republic ending with the third partition of Polish in 1795 prevented the further development of the Polish local government. Under the provisions of the authorities of the partitioning powers in the occupied territories of those powers the appropriate occupant principles of public administration were introduced.
