Summary/Abstract: The purpose of this article is to present aspects of social exclusion and digital exclusion in Poland and in European Union countries. An important task of this research was to define: how digital exclusion determines social exclusion and vice versa using correlation and regression analysis.Social exclusion is defined as a combination of a lack of economic resources, the prevalence of social isolation and limited access to social rights. Digital exclusion refers to the differences re-lated to both physical access to technology, as well as the skills and resources needed for their use.The spatial (individual EU countries) and time (2005–2013) analysis indicate a strong diversity and dynamics of the socially excluded and e-excluded. The ideal process is the tendency of a de-creasing share of digitally excluded and socially excluded people, but on a much smaller scale. The direction of these phenomena is determined by various internal factors, which are identifiable and represent most frequently economic and social, but also psychological reasons. The statistics in this respect for Polish are not satisfactory, because the level of social and digital exclusion is greater than the Euro-pean average.
