Summary/Abstract: In the paper an attempt was taken to assess the role of EU funds and programs to improve the quality of social capital. Empirical data come from survey research conducted in 2014 year, the research subjects were selected according to assumptions adopted in the methodology of the project financed from EU funds (Cross-Border Cooperation Programme Poland-Slovak Republic 2007–2013). Social capital is a key determinant of compettitiveness of the regions and rural aries. Generally, Polish south-eastern provinces, where there are the greatest problems of development can be regarded as an area where local community can mobilize and join together to build social capital, which is confirmed by two calculated absorption rates.
