The Albanian Foreign Service during the years of monarchy (1928-1939)

Summary/Abstract: After the establishment of the monarchy, on 1st September 1928, and in a situation of political stability at home, the process of the consolidation of the Albanian foreign affairs service and its legal framework went through a faster pace development. This important process for the recognition of an independent and sovereign state faced great challenges during the late 1920’s and 30’s as the international interests did not favor Albania. Some of these challenges and difficulties that need to be pointed out were: the confusion created by the clash of models inherited by an oriental past and the goals to achieve western liberal democracies standards, the lack of a previous foreign service, a lack of qualified staff, the economic crisis of 1930’s while the foreign affairs service was a costly one, the Italian pressure on Albanian foreign policy, etc. However, addressing these challenges and implementing the western models was the key to establishing a dignifying foreign service with a well educated diplomatic staff who was committed to become professional. In addition, it was designed the necessary legal framework which clearly defined the diplomatic ranks, duties, competencies and rights of this service’s officials. The number of Albanian embassies increased and considering the economic crisis there were defined the possible mechanisms to overcome financial obstacles which would allow the representation of the Albanian citizens and their interests in a wider geographic area. This was a very beneficial period with regard to the Albanian foreign service and an experience which could be used by future governments and which had been lacking in the past.
