Summary/Abstract: Bank credits should be one of the main sources of financing innovative activities of enterprises in the Polish regions, but studies show that in the period 2006-2011 they did not form a very impressive budget for the development and implementation of new or significantly improved product and process solutions (in general − less than 25 % of total expenditures). This situation could result from the properties of innovative projects, attitudes of banks (credit rationing, discrimination of borrowers) and the characteristics of small and medium-sized enterprises. The apparent impasse in this regard should be solved by activating the guarantee funds and preferential credit lines.
