Do the structural funds develop Western Pomerania?

Summary/Abstract: Negotiations over the EU budget are a constant source of tension. There is a lot of pressure from governments on the EU budget in time when national budgets get low being a result of a crisis situation along with other problems. In this context, the question is to what extent the expenditure financed from EU funds actually contribute to reaching its objectives, taking into account that the EU spends about 130 billion euros per year, i.e. equivalent of about 1% of gross national income (GNI) of the 28 Member States. In the article the author attempts to answer the question whether the structural funds in Western Pomerania contribute to the achievement of the main objectives of EU regional policy, i.e. convergence, competitiveness and employment.
