Summary/Abstract: The aim of the article is to draw attention to one of the important causes of the failure of elitist transformation strategies in post-socialist societies. The author examines the issue of the capacity or incapacity of the political system to transform civic demands coming from „below“ into party policies. The author points out the conditions that enable the elite to take advantage of the pluralist party system and, due to the lack of counterbalancing „cohesive social capital“ on the part of civil society, to impose its strategies.
