Summary/Abstract: The following contribution describes and explains the main philosophy, purpose and mission as well as historical background, basic structure, key features and role played by the People's Bank of China as an unique example for a very special holder of regulated state’s economic and especially monetary policy, in its whole performance in both historical and current internal political and economic relations, with the key accent on a brief review and clarifying the main processes of creation of political and legal status of the People's Bank of China in the face of the Chinese governmental structure, above all in the face of the National People's Congress of the People's Republic of China and of the State Council of the People's Republic of China, as well as in the relation to the general public perception of a need for a true and effective independence of China's central bank's decision and policy making processes.
