Summary/Abstract: The following contribution describes in its introduction part the main philosophy, purpose and mission related in general to the institute of the central bank in a modern society. In its central part the contribution explains all the main background, trend’s features and role played by Japan's central bank as an unique example for a very special holder of state’s economic and especially monetary policy, in its whole performance in both historical and current internal political and economic relations, with the key accent on a brief review and clarifying the processes of creation of political and legal status of the Bank of Japan in the face of Japan's government, both houses of Japan's parliament named Diet as well as in relation to the public perception of a need for a true and effective independence and transparency of Japan's central bank's decision and policy making processes.
