Summary/Abstract: The paper presents the dual role played by inhabitants of communes in the promotional activities carried out by communes. The inhabitants are both customers of the communes (so they are a target group for promotion) and on the other hand a part of these activities. Moreover, the findings of the research on the instruments of promotion targeted to the inhabitants of communes of Podkarpackie Voivodeship are presented.
