Summary/Abstract: At a time of competing projects in the region with different labels, it is obvious that there is need in the Mediterranean region for a comprehensive approach to the security problems and a patient process of confidence building. In this respect the Barcelona Process was an ambitious initiative identifying a number of issues of mutual concern grouped into 3 Chapters in the model of the European Security and Cooperation Process launched in Helsinki in 1975 to overcome the then prevalent East-West tensions. The Turkish Governments have also made similar proposals for the Middle East and Caucasian based on the OSCE model. The basic aim of this Barcelona Process was to create an area of peace, stability and economic development. It also implied strong elements of confidence building.
