Evaluation of System of Organization Poviding Support ant Services for Women Crime Victims

Summary/Abstract: In the article the system of organisations in lithuania, providing services and support to victimised women (victims of domestic violence), is analysed. An analysis is made of practice, conditions, specificity and scope of service supply. The article is attributable to a separate trend of victimology - gender victimology, thus the corresponding official statistics and victimology research data, indicating the actual and registered levels of victimised women in lidiuania, are provided. In addition, the article analyses the data, showing how die non-governmental organisations, public institutions evaluate separate sectors of help and assistance to victimised persons, and how the activity of law enforcement institutions is evaluated in ensuring the Protection of persons in question. The article gives recommendations, proposals relevant to the improvement of the activity of organisations, providing services to the victims of family violence. Organisations, providing services and support to victimised women, are one of the most professional and numerous ngo sectors in lithuania. Ngo experts and specialists should be more actively involved in the creation and implementation of the governmental and municipal programmes, as well as in the situational analysis and formation of the general policy on reduction of women victimisation. A situational analysis shows that one of the most serious factors of efficient activity is the problem of financing of organisations. Research showed that 63 percent of the organisations manage to maintain themselves, i.e. They organise and implement projects, search for sponsors among business entities, and also make use of 2 percent of natural persons' support. Thus quite a lot of time is devoted not to the supply of services, but to the search of project tenders, preparation of applications, drawing up of reports, etc. In addition, even 75 percent of organisations indicated that they had financial problems, which limited their opportunities to attract qualified specialists and to provide qualitative services. It is noteworthy that for the majority the sector under consideration is not attractive because it is not enterprising; moreover, here the career opportunities are low, whereas the volumes of work are extensive. It should be stressed that the service and support sector is concentrated in the major cities of lithuania and county centres, whereas the organisations, supplying services at the level of the whole of lithuania, account for 27 percent; and this, as have been mentioned, not to all categories of victims. 73 percent of organisations indicated that they do not have any branches or divisions; in general, experts, which could provided services in another city as regards activity other than organisational one.
