Summary/Abstract: Convicted persons and persons who returned from custodial institutions are subsumed to one of the most vulnerable groups, called also the social exclusion group, in the national action plan for combatting poverty and social exclusion (2004–2006) of the Republic of Lithuania. In this article, relation between social integration and social exclusion is analyzed in the following aspects: 1. It is pursued to define social integration and social exclusion processes from the theoretical view. 2. Social integration problems and the ongoing processes of persons who returned from custodial institutions are adverted. The problematic questions raised in the article are: what social integration problems are faced by persons who return from custodial institutions? What institutions or organizations have any potential relation to persons who return from custodial institutions? The findings and generalization of the research “Analysis of institutions that provide social and health services for ex-prisoners in Alytus and Klaipeda municipalities” were used for scientific literature and information analysis and for illustrating the practical situation in Lithuania.
