Summary/Abstract: The article defines the concept and purpose of qualifications framework, describing specific features of higher education qualifications and their place in the national qualifications framework taking into account the development of the common European qualifications framework and the European higher education area. The article highlights the problems faced in designing the national qualifications framework which arise due to the necessity to ensure compatibility of qualifications provided in higher education and other sectors of the system of education.
