Summary/Abstract: The crisis of the executive power in Romania is an institutional crisis. The origins of this crisis can be explained by a path-dependency paradigm. The author used institutional analysis in order to identify the main dimensions of the executive power crisis: excess of legislative functions of the Cabinet and the subordination of the Parliament; political subordination of the executive; disfunctional executive coalitions; the lack of institutional performance of the Cabinet, ministries and governmental agencies; obstacles for administrative decentralization; the relationship between the President and the Prime Minister; the relationships of the President with the legislative power and the judicial power. Policies failed in critical areas: health; education; social protection; infrastructure; agriculture; public safety; integration of the Roma communities and so on.
