Summary/Abstract: This study examines the causes of chronicle crisis – the crisis of legislative power in Romania, in particular of the Parliament. The nature of the main causes of this legislative crisis are institutional, historical, logical, epistemological. Romania is a consensual democracy, and its problems came from the unfulfilled consensual traits. Some political actors are trying to achieve their subjective goals by staging a dangerous program to undermine the strong consensual traits of a democracy which not yet consolidated. For example, the project to promote a referendum on the unicameral parliament is particular damaging. So far, the executive power dominated and subordinated the legislative power, while replacing the bicameral parliament would aggravate the institutional problems of a still precarious democracy.
