Summary/Abstract: Two hypotheses dominate the public discourse: Romania is no more in transition; Romania is not a consolidated democracy. The only possibility that both are true is to admit that Romania is a failed democracy. The article is a contribution to the theory of democracy and contradicts both those hypotheses. Another hypothesis should be taken into consideration: Romania is in transition towards a consolidated democracy. This thesis is both descriptive and conditional-prescriptive. „The end of transition”is a cliché, from the same theoretical family with „the end of ideology”, „the end of history”, „the end of racism”, „the end of the world”, „the end of democracy”, „the end of capitalism”, „the end of Internet”.
