Regional innovation policy – duality and its principles

Summary/Abstract: The definition of regional innovation policy indicates its dual dimension (entities – regional and central units, objects of impact – regional units and wider spatial systems). This duality (intraregional and interregional policies) can be objectively justified and practically accomplished and its true image should be shaped by well-established and respected principles. The framework of this article is filled with issues concerning advantages and pathologies of the decentralization process, conditions for political empowerment of regional authorities in their activities toward increasing the quantity and effectiveness of innovation processes, as well as the principles of cooperation among regional and central politicians, namely the principles of subsidiarity, partnership, programming, compatibility, concentration, solidarity, complementation, monitoring and evaluation.
