Special economic zones as an instrument generating savings for the state budget through the employment of the unemployed

Summary/Abstract: One of the ideas behind the establishment of special economic zones in Polandis to enhance economic growth in some areas through the creation of new workplaces. A secondary effect of the accomplishment of the above mentioned objective manifests itself in the savings observed in the state budget, resulting from decreasing benefit payments made to the unemployed who have fund employment in the zones. This article quotes the relevant data regarding the savings in question recorded between 1996 and 2008 as a result of the operations within each of the 14 special economic zones. It also contains a description of the method applied for the calculations of such savings along with the assumptions made for that purpose.
