Summary/Abstract: At the end of the WWII as consequence of the deep social-economical inherited backwardness Albania had high levels of illiteracy. The obliteration of the illiteracy for the largest part of the population in the area of Fieri, as well as in most of the country, it underwent through two phases. The first phase during 1945-1949 was characterised mainly by a volunteer movement under the supervision of the state. The second phase (1949-1955), it was the period in which the problem was solved mainly through the legislative approach. In the district of Fieri, alongside with the opening of elementary schools since 1945 were organised brief courses as main format to fight illiteracy. A major contribution gave the teachers, the intellectuals and the organisations of the masses by transforming it in a large interregional action. The process went through a number of difficulties such as the lack supervisors, venues, and teaching materials and foremost the existence of the conservative mentality that prevented the participation of the girls and women in the courses. During the first phase, with all the efforts that were taken the problem was only alleviated. While, the major developments, were witnessed during the second phase, after the laying down the law “On the obligation of the citizens to learn how to write and read” in 1949. The legislative decision and the organisation it created a favourable environment for the resolving of the problem. At the end of the period taken in consideration 19.469 illiterates had learned how to write and read compared to 40.729 that were in 1945. In difference with the official declaration that considered the problem as resolved since 1955 the later events showed the opposite. For many years Fieri community in the same way as the Albanian society continued to be faced with the hidden illiteracy at least for a part of the working population something that was never reflected in the published data by the party or state structures of that time.
