CONCEPTUAL REFERENCES ON THE ROLE OF THE POLICE IN ENSURING AND MAINTAINING PUBLIC ORDER IN THE REPUBLIC OF MOLDOVA

Summary/Abstract: The article analyses the complex and multidimensional role of the police in the process of ensuring and maintaining public order in the Republic of Moldova, in a context marked by institutional and social transformations and transnational challenges. Through an integrative approach, it assesses the legal foundations governing police activity, the mechanisms for preventing and responding to criminal phenomena, as well as the relationship between the police and the community. It also highlights the impact of reforms in the internal affairs sector, in particular with regard to alignment with European standards and respect for citizens’ fundamental rights. The analysis includes dimensions such as international cooperation, inter institutional coordination, urban security and the challenges generated by the digital environment. It stresses out that the effectiveness of police activity cannot be assessed solely through the prism of coercive intervention, but must be related to the institution’s ability to act proactively, to communicate transparently and to foster public trust. In conclusion, the article argues that the modernisation of the police and the increase of its legitimacy are essential factors for the democratic stability and sustainable societal security of the Republic of Moldova.
