Summary/Abstract: The purpose of this publication is to analyze the capacity of state institutions, through subdivisions specialized in carrying out special investigative activities, to effectively prevent and combat illicit drug trafficking. The study comparatively examines the operational instruments, the regulatory framework and the institutional resources available to the competent authorities, in relation to the strategies, means and level of adaptability of the criminal networks involved in the trafficking of narcotic substances. The paper highlights a series of empirical data and alarming facts, which reveal the intensification and diversification of the phenomenon of drug trafficking, as well as the expansion of the consumer market. It is argued that this steady increase in demand is largely driven by social, economic and cultural factors, such as the degradation of the social environment, the vulnerability of certain population groups, the lack of effective prevention policies and insufficient education and social reintegration mechanisms. At the same time, the analysis highlights the difficulties encountered by law enforcement agencies in the context of the globalization of organized crime, the use of advanced technologies by traffickers and the transnational nature of this criminal phenomenon. In this context, the role of international cooperation, operational exchange of information and mutual assistance between states and international organizations is emphasized as essential elements to increase the effectiveness of the fight against drug trafficking. The conclusions of the study point to the need for an integrated approach, combining repressive measures with prevention and social intervention policies, in order to reduce this phenomenon in a sustainable way.
