Summary/Abstract: 1. The Applicant and the Subject of the Referral The Iași Court of Appeal, by the order delivered in the public hearing of 2 April 2014 in Case No. 11361/99/2011*, pending before this court in recourse, ordered ex officio the referral of the High Court of Cassation and Justice, pursuant to the provisions of art. 519 of the Civil Procedure Code, for the issuance of a preliminary ruling on the following question of law: the clarification of the manner of interpretation and application of the provisions of art. 4, art. 5, art. 6, art. 7, art. 8, art. 9, art. 11, art. 12, art. 14, art. 16, art. 17, art. 20, art. 21, art. 22, art. 24, art. 25, art. 27, art. 31, art. 33, and art. 35 of Law No. 165/2013, for cases pending before the courts, in relation to the provisions of Law No. 10/2001, republished, as subsequently amended and supplemented, and of Law No. 247/2005, as subsequently amended and supplemented.
