The Applicant and the Subject of the Referral The Ploiești Court of Appeal, by the order delivered on 3 April 2014 in Case No. 3422/114/2013, pending before this court, ordered ex officio the referral of the High Court of Cassation and Justice, pursuant to the provisions of art. 519 of the Civil Procedure Code, for the issuance of a preliminary ruling on the aforementioned questions of law.
