Current Problems of Intelligence Oversight and Accountability

Summary/Abstract: The article analyzes the main problems of oversight and accountability within the unified national intelligence process and suggests ways to improve them given the need to increase the national intelligence power. The essence of intelligence oversight and accountability is clarified and the principles for their effective application are highlighted. The study presents the functions of oversight and accountability within the national intelligence protection system and analyzes the challenges related to their implementation. The article goes on to propose measures to strengthen the conceptual element of intelligence capabilities, create a national body for administrative and regulatory oversight by the executive branch, conduct periodic reviews of the national intelligence system, undertake efforts to improve accountability and involve the public in the activities of the intelligence community.
