Combat Capabilities and Decision-Making – Keys to Analyzing the War in Ukraine

Summary/Abstract: This study examines the factors influencing the war in Ukraine and points to the aspects overlooked in the assessments before the war and after its outbreak. Then, an original inclusive model is presented to calculate the real combat capabilities of the opposing Joint Task Forces. Furthermore, the military-political situation (VPO) is introduced as a basis for the strategic and operational decision-making. The paper proves that VPO analysis performed by military leaders and commanders can sometimes be inaccurate if incomprehensive or strategically biased. The study concludes with an emphasis on analytical tools and techniques tailored to the specifics of the Black Sea region.
