Summary/Abstract: Soft power, defined as the ability to shape the preferences of others through attraction rather than coercion, has become a central instrument in contemporary foreign policy. Germany’s soft power is rooted in a long-standing tradition of cultural diplomacy, educational exchange programs, and development assistance, supported by established institutions such as the Goethe-Institut and DAAD. Its influence is further strengthened by its central role in the European Union, providing both regional and global leverage. In contrast, Turkey’s soft power has emerged more recently, focusing on cultural diplomacy, humanitarian aid, and education initiatives such as the Yunus Emre Institute and YTB scholarships, alongside strategic engagement with the Middle East, Central Asia, and the broader Islamic world. This article compares the two countries’ approaches, highlighting differences in institutional structures, financing models, and geographical priorities, while demonstrating how both use soft power to enhance international reputation, foster goodwill, and advance foreign policy objectives. Moreover, it examines how historical, political, and economic contexts shape the scope and effectiveness of each country’s soft power strategies. By analyzing recent initiatives and case studies, the article illustrates the mechanisms through which Germany and Turkey project influence, providing insights into the evolving and dynamic nature of soft power in the 21st century. The study underscores the importance of strategic planning and targeted tools in achieving sustainable international impact.
