Summary/Abstract: The public administration system must constantly face the new challenges generated by various factors, such as the pandemic, the changes in the economy, the evolution of the expectations of the citizen in whose service it is, the abundance of legislative changes. Insuch situations, the identification of solutions must be achieved quickly, efficiently and effectively through coherent, accurate and realistic public policies. Even if we are talking about a local or national public policy, the decision maker must not act chaotically, even if he has the best intentions, but based on a well-developed action plan, documented, argued, in close connection with the actions of the other authorities. The present study aims to identify the main problems related to the indecision of the decision maker, the lack of stability of the decision making act or even the lack of coordination of the decision-maker's actions, which make it impossible to solve a given or possible problem with a very long time lag, reported at the time of the beneficiaries' expectations. The proposed measures support the authorities, with the hope that the lack of coherence in public policies will no longer be an impediment in the action of identifying solutions or successfully completing public policies.
