Summary/Abstract: Bureaucracy is generally perceived as a negative phenomenon that affects the functioning of a society, one of the criticisms brought up about the government being the bureaucracy of the administration system. However, bureaucracy must be analyzed in all its aspects because it is often necessary to finish certain activities successfully. One of the components of a public policy is the implementation of an action plan and from this perspective the question arises whether the bureaucracy can influence or not, the steps of a public policy. Moreover, it remains to be seen whether bureaucracy can be an obstacle in achieving the previous stages, implicitly affecting the implementation stage. The analysis will be performed, without starting from the beginning from the idea of bureaucracy as a negative phenomenon but will be treated as a means of achieving an objective.
