Summary/Abstract: Children belong to the group of population which is most threatened by social and pathological phenomena because their mental and physical advancement is not sufficient to prevent them before the above mentioned phenomena. Responsibility to protect a child is put, not only on legal basis, on parents or on a person awarded custody over the child. If parents or a person that was awarded custody over the child fail to protect and a child is exposed to attacts from these people, child acquires unsuitable behavioral pattern for the rest of his life instead of proper and healthy upbringing. In some very specific cases an off ender is not a parent or a person awarded custody over the child but state by its „too social behaviour“ that leads associal elements to their way of life, which is to live of social support instead of finding a job.
