Summary/Abstract: Migration is an inherent dimension of globalization, it has been called the third flow of circulation, along with capital and products. Human beings must face multiple barriers in their movement or mobility, which places them in a situation of vulnerability and violation of their most basic rights, the policies of each country in terms of social security, health and work, factors that do not take into account. account which ultimately hinders its full realization. At the end of the 19th century and in the first decades of the 20th century, the majority of States of liberal origin carried out legislative and social reforms to constitute a Social State, an environment of collective well-being, in response to fundamental phenomena of the time; industrialization, with its different economic, social and political implications, as well as the democratization of decision-making processes, the premise is based on people in compliance with the legal system within the standards that govern international human rights law. Year after year, hundreds of thousands of people around the world risk their lives in inhumane conditions in order to reach their destination country. The repatriation processes acquire discriminatory characteristics that threaten the dignity, life and rights of migrants, the response of States and nations in general has been a restrictive policy on migration matters, which fails to control flows and movements of people, Promoting their collective social inclusion demands greater openness to migration and migration regularization processes.
