Summary/Abstract: The author analyzes the constantly changing scope of licensed business activity in the Third Republic of Poland, beginning with the 1999 Act of Polish Business Activity Law. He proves that in Poland, there is a tendency to require too many kinds of business types to obtain a license, which results in the limitation of the freedom of business activity and does not serve the Polish economy and the protection of important public interests well. Licenses are often introduced regardless of the proportionality principle and without indicating an important public interest as the reason of their introduction. In this article, the author suggests that the number of types of business activity where a license is required ought to be limited.
