Summary/Abstract: The authors analyze the state of law that has been binding in Polish hospitality in the last 25 years from the point of view of the economic freedom determined by the law. Part I of the paper presents the period of total liberalization of activity in the area of hotel services in the 1990s. Binding at that time was the 1988 act on economic activity based on the legal presumption of the economic freedom. It was not clear whether the 1985 categorization regulations were still legally binding. That situation contributed to considerable development of tourist accommodation establishments in Poland in the discussed period of time, which is illustrated by the CSO statistical data quoted by the authors.
