Summary/Abstract: The article is the first part of a larger project which focuses on the issues concerning the establishment and the first period of activity of Naczelny Komitet Narodowy (Central National Committee) until the end of 1914. It attempts to answer the question whether there were any prospects to reach agreement between different political parties which not only had dissimilar political and social views, diverse conceptions of how to regain independence of the Polish state, but also different attitudes towards members of other nationalities. The article discusses an evolution of viewpoints and opinions of the main political parties active in Galicia just before the outbreak of the First World War (socialists, conservatives, democrats, Polskie Stronnictwo Postępowe, Stronnictwo Demokratyczno -Narodowe) as regards the idea of the rebirth of the Polish state.
