Upbringing in a family is one of the basic rights of a child, while placing a child outside the family in foster care can only be of a subsidiary nature. The article will present the essence and conditions for the implementation of the child's welfare, and an attempt will be made to answer the question whether foster care guarantees the realization of the rights and welfare of the child.
