The formation and initial activity of the wartime presidency of the municipality of Gračanica (18.4.1992.)

Summary/Abstract: The key role in the organization of the general resistance and defense of Gračanica, in the initial, pre-war, and even war period (1992-1995) was played by the municipal presidency and its legal bodies (the executive board, Police forces, Municipal staff of the Territorial defense, The National defense secretariat), which organized the defensive forces and which were totally committed to this cause. With the consolidation of the Executive board, self-confidence was strengthened and a satisfactory level of operability of the administrative organs was achieved – the atmosphere of anticipation and fear had been broken. The basic routine of life in the municipality was soon normalized, but they were, of course, adjusted to the needs of defense and war. The territory was preserved, but also the continuity of the legal authorities, the security of the citizens, as well as the order and proper function of public services: education, health, refugee services and so on. The goal was to defend the area of the municipality of Gračanica, to feed the citizens and to make their everyday life during wartime activities and daily shelling as normal as possible. The set goal was achieved – understandably, by paying a heavy cost and great sacrifices.
