Author(s): Hatice TOSYAGÜLÜ ÇELİK,Bahattin Çelik / Language(s): Turkish Issue: 47/2020

Şanlıurfa, which has a very hot and dry climate today, is a region similar to the ecology of the Neolithic period and is a region with a low plateau character bordered by Tek Tek Mountains, which is located approximately 42 km east of the city center, and Harran in the west and Ceylanpınar plains in the east. Its approximate area is 19,335 hectares and its geological structure consists of limestones. Approximately 80% of the Tek Tek Mountains area is meadow-pasture and 13% is agricultural land. Tek Tek Mountains and its surroundings are a very rich region in terms of Historical and Cultural Heritage. The discovery of Harbetsuvan Hill and Karahan Tepe, which are dated to the same period as Göbekli Tepe, once again made the region important. Other old settlements within the borders of Tek Tek Mountains are the ancient settlements of Soğmatar and Şuayb Şehri. These settlements appear as settlements that were inhabited from the Chalcolithic period to the Late Roman period. Tek Tek Mountains are located in the Iran-Turan phytogeographical region in terms of vegetation. Although there are a wide variety of plant species in Tek Tek Mountains, wild wheat and barley species have also been identified. At the same time, there are melengiç and fig trees in the bush type class in the region. In the archaeobotanical analyzes carried out in Göbekli Tepe, located on the summit of Susuz Mountains very close to Tek Tek Mountains region, the remains of similar plants observed today were found. In the archaeofaunal studies of Göbekli Tepe, animal species such as gazelles, foxes and desert varane were found. This study is a preliminary comparison of the finds obtained as flora and fauna in the Neolithic period in the region and today's finds. In the future, a more comprehensive study will be carried out thanks to the finds uncovered in Harbetsuvan Hill and Karahan Tepe located in Tek Tek Mountains.

KAZAK ULUSAL(GELENEK VE GÖRENEK) MASALLARINDA ULUSUN ÖZBİLİNÇ İMGESİ OLARAK “HAN” KAVRAMI

KAZAK ULUSAL(GELENEK VE GÖRENEK) MASALLARINDA ULUSUN ÖZBİLİNÇ İMGESİ OLARAK “HAN” KAVRAMI

Author(s): Katira Balabekova,Camila Otarbekova / Language(s): Turkish Issue: 47/2020

The article states that the lexical and semantic background of the language units of folk tales contains cognitive information about the centuries-old worldview of the people, the conceptual analysis of which can determine the unity of the national worldview and general spiritual concepts. Folklore texts are important in recognizing the mental nature of the Kazakh people and determining the basic basis of folk culture, because they are, in fact, the "memory" of the people, an indicator of the high culture of the people. One of the concepts that allows to better understand the mentality of the people, to penetrate the spirit and see the world image of the nation through the eyes of this nation - the concept of the khan. After all, the frequent occurrence of the word khan is a reflection of the social structure of that period, the system of governing the country. Thus, in the fairy tale about the khan, all his qualities: strengths and weaknesses, positive and negative habits, intelligence and humanity, customs and traditions, etc. The warehouse of ethnocultural information, which provides such features and valuable information, will be the basis for the formation of the conceptual framework. The result linguostatistic analysis of fairy tales, it became known that the Kazakh fairy tales found a very large number of words "Khan" and the word king is very little that he found in fairy tales, common to the Turkic peoples, which are considered today in a group of short stories tales. And in the Turkic and Uzbek folk tales, as the ruler of the country, the Royal word asset was spent. In contrast to the peculiarities of the use of Khan and Royal words in each national lexicon, it can be noted that in the languages belonging to the Oguz branch of the Turkic languages, the Royal word prevails, and in the languages of the Kipchak group, the word Khan is widely used. Thus, the lexical layer of folk tales can become a means of learning the indigenous vocabulary of this people, learning through it the linguistic and cultural reality.

Female genital mutilation, also known as female circumcision in literature, is defined as the surgical alteration involving partial or complete removal of the external female genitalia for non-medical reasons. This practice, usually carried out at an early age, can be observed in countries with different religions. It is mostly carried out due to traditional reasons and has many negative consequences. It is considered as a violation of women's human rights, the right to access the highest health standards, children's rights, discrimination, and fundamental inequality between genders. Despite these labels, the number has not decreased significantly worldwide, and according to researches, one-fourth of the 52 million women undergo female genital mutilation, which turns this practice into a medical fact. Somalia is one of the countries where the practice is mostly common. The main objective of this study is to determine how the issue of female circumcision is perceived by the young Somalis who come to Turkey for educational purposes. With the questions prepared within the scope of the study, the approach of young people to the subject is discussed. In the study, it has been determined that although women are the potential victims, they are more inclined to undergo the practice than men and that they do not regard it as a human rights violation. It has been concluded that different interpretation and perception of circumcision practice by both genders will support the fight against female circumcision, in addition to informing about the harms for health, in which social public information, where males are also let to express their point of view against circumcision and take a stance against patriarchal-based thinking ingrained in society.

YAZAR VE EDEBİYATIN İŞLEVİ VE İDEOLOJİK/TOPLUMSAL ROLÜ ÜZERİNE KURAMSAL BİR TARTIŞMA

There are many conflicting views on the origin of human behaviour. Sociologic, psychologic, pedagogic and metaphysic explanations handle human behaviours under two main topics as “genaologic” and “materialistic”. The first view centers its arguments around genetics, socio-genetics and religious narratives, whereas the second brings forth such phenomena as education, cultural atmosphere, family structure, experiences, and art, which are based on human relations and man-made. There are, of course, eclectic approaches, which try to combine both classifications. Literature has an important function in the shaping of human emotions and ideas, which makes it akin to the second view as it creates an aesthetic, ideologic and emotional effect through constructing fictional themes, plots and characters. By means of novels, theater plays, stories, poetry and other fictional genres, literature shows that through the use of language, humans can be shaped, their behaviours can be transformed, identities can be designed, and their ideas, points of view, ideologies, beliefs and the way their perceive the world can be constructed. In this regard, the effect and functions of literay works, poems and authors become visible. In our age, where globalisation has become the main dominant reality, although some began to mourn upon the death of literature, every age has itw own soul. Literature, like other fields, has also created itself from its own ashes, and managed to construct its identity adopting new approaches and techniques. In this article, such concepts as author, poet, art, literature, ideology, communalism, aesthetic values will be theoretically discussed with a view to the roles and functions of literature in the lives of individuals and community.

EDUCATIONAL PROGRAMS PERFORMANCE RANKING BY USE OF TOPSIS METHOD

EDUCATIONAL PROGRAMS PERFORMANCE RANKING BY USE OF TOPSIS METHOD

Author(s): Bidzina Midodashvili,Levan Midodashvili,Pavle Midodashvili / Language(s): English Issue: 47/2020

Evaluation of an educational program is a complex task and its solution requires the analysis of data obtained on the basis of relevance to both quantitative and qualitative research. The collection of these data should be carried out using properly developed key performance indicators. The paper shows that such a task can be successfully completed using the TOPSIS method of multi-criteria decision analysis well known in information systems theory. The evaluation criteria can be positive or negative. The higher the rating value for a positive criterion, the better the alternative decision is. As for the negative criterion, the smaller the corresponding rating value, the better the alternative is. The TOPSIS method is based on the concept that the best solution among the available alternatives is the one that has the minimum distance from the positive ideal solution and, at the same time, the maximum distance from the negative ideal solution. The paper presents both positive and negative criteria developed to evaluate the performance of educational programs. For the data relevant to the above criteria, the appropriate data of the four higher educational programs of Gori State Teaching University are used. Using the TOPSIS method, the rating evaluation of the programs was carried out. The paper indicates that in the same way it is possible to assess the performance of one of the educational programs using data obtained at different intervals in relation to this program, and thereby determine the degree of success or failure of the program by comparing the results.

THE FIRST INTEGRATION ATTEMPT OF THE DEMOCRATIC REPUBLIK OF GEORGIA WITH THE WESTERN EUROPE AND THE UNITED STATES OF AMERICA (IN THE 20s OF THE 20 CENTURY)

Author(s): Manana Michitashvili / Language(s): English Issue: 47/2020

The first attempts of integration of the Democratic Republic of Georgia with Europe and the United States of America are studied in the paper. Integration was foreseen by the Georgian government as a guarantee for security and economic development of the country, which was demonstrated through the joint actions and closer partnership among the countries. The analyses of the new information resources and modern research methodology enabled us to positively evaluate the strategy and tactics of Noe Zhordania’s government considering the historical circumstances of that time. The European countries and the United States of America considered a problem of Georgia in the context of the international policy. There was a secret battle among the great powers over mandate system and distribution of influence. Therefore, the strategies and political decisions used to unexpectedly change. The international situation after the First World War and the controversial political platforms of the Georgian diplomats raised number of questions about the instability of political course of the Democratic Government of Georgia not positively effecting the decisions of the Paris Conference or the League of Nations. Eventually, Georgia lost a trust being a secure and an important geopolitical partner in a strategic region to fight against the Bolshevik Russia. On the other hand, an inclination of the European countries to trade and economically cooperate with Russia hindered the political attempts of Georgia to obtain mandate over the country with the purpose of protecting it from the anticipated annexation by the Bolshevik Russia.

Many geographical areas have become tourist destinations for reasons such as sharing these pains, not being forgotten, remembering and remembering those moments. Interest in these destinations is increasing day by day. For this reason, it is necessary to investigate the motivations that trigger these travels, which can be defined as dark tourism, to understand the reasons for travel, to evaluate them from a touristic perspective and to increase the quality of service. Contrary to the general understanding of tourism, sadness tourism stems from unhappy motivations such as sadness and refreshing pain instead of motivations such as being happy, resting and having fun. In this study, data were collected using a semi-structured interview technique. The obtained data were analyzed by descriptive analysis method, which is one of the qualitative analysis methods. For this purpose, face-to-face interviews were made with 15 financial advisors working in Muğla province. Questions were asked to help determine what factors motivate them and what others do not. In the first part of the questionnaire used in the study, there are 6 questions prepared with the aim of obtaining demographic information about participants. Questions about motivational factors were asked in three parts (economic, psycho-social and organizational). There are a total of 19 questions in this section. According to the results of the study, 80% of the participants do not find their earnings sufficient in return for the work they do. In addition, the fact that the profession is not regarded as respectable by the society and that they do not feel very free because their working hours depends on the dates and laws determined by the state were the most important factors that negatively affect the motivation of the participants. Factors such as loving the profession, being appreciated by customers, the job requiring high responsibility, and having very comfortable physical conditions were expressed as motivating aspects of the profession. Technological changes, on the other hand, reduce the motivation of financial advisors by stressing them at first, but become a motivating factor because technology facilitates their work after learning.

TÜRK MÜZİĞİ MAKAM TEORİSİ’NDE “EV, HÂNE” KAVRAMININ ESÂSI: YEGÂH, DÜGÂH, SEGÂH EVLERİ

TÜRK MÜZİĞİ MAKAM TEORİSİ’NDE “EV, HÂNE” KAVRAMININ ESÂSI: YEGÂH, DÜGÂH, SEGÂH EVLERİ

Author(s): Şamil Ismayilov / Language(s): Turkish Issue: 47/2020

The maqam theory of Turkish Music has a unique maqam structure and pitch understanding. At the same time, as seen in the main sources written on maqam theory, the theoretical knowledges of Turkish Music has been given within the framework of certain terms and concepts. In this context, although the term “ev, hâne (musical pitch)” is widely used in theory books and treatises, which contain information about the maqam theory of Turkish Music, it refers to a certain understanding. Until today, studies on Turkish Music theory have been insufficient to reveal the principles of the system and the basis of the maqam understanding, consisting of the derivatives of certain informations. The fact that the meaning of special concepts in the main sources on maqam theory is not known enough and and the insufficient emphasis on the relations and consistencies within this system has caused the main principles of the maqam theory of Turkish Music not to be revealed until today. As shown by our long and deep researches, the system that forms the basis of the maqam theory of Turkish Music is based on three main structures called “yegâh, dugâh and segâh”. This study has been prepared to systematically base the basic structures and relations of Turkish Music makam theory. It has been shown by this study for the first time the fact that the foundations of the maqam theory of Turkish Music are based on three main structures called “yegâh, dugâh and segâh”. The study is important in terms of confirming with the characteristics of these three structures the formation of Turkish Music maqam scales, transition and flavor structure in Turkish Music, and the logic of modal transposition in Turkish Music. In the study, it were used qualitative methods such as archive scanning, source scanning, comparison and analysis.

TİFLİS'TE ÖMERİYYE MEDRESESİ (1849–1919)

Author(s): Gülnara GOCA MEMMEDLİ / Language(s): Turkish Issue: 47/2020

Georgia, being a generally recognized landmark of the Caucasus, attracts Turkey's attention both because of its strategic border neighborhood and because hundreds of thousands of Azerbaijanis and representatives of other Turkic-Muslim communities live in it. Islam is the most widespread religion in the country after Christianity. The Georgian land preserves the centuries-old history of Islamic civilization and the rich heritage of Islamic education, the traditions of madrasahs and mektebs. The purpose of this article is to highlight the activities of the spiritual madrasah Omariye (for Sunnis) in 1849–1919 in the capital of Georgia, Tbilisi, as an example of Islamic education in the country. The main primary sources of research are the materials of the Central Historical Archives at the National Archives of Georgia in Russian, Georgian and Azerbaijani. Important facts obtained using the method of analyzing archival information on this issue were studied, classified and evaluated from a scientific and pedagogical point of view. Omariye Madrasah was opened in Tbilisi in 1849 in the Juma (Friday) mosque building in the Maydan quarter, and until 1919, it provided Islamic education to the children of the Sunni Muslims. In the madrasah, which was under the general supervision of the governor of the Caucasus and under the control of the mufti of the region, special spiritual and pedagogical classes were also created. Within the framework of the Charter and the curriculum of the madrasah, the children of the Muslims of Transcaucasia were given information about the basics and rules of Islam, the following subjects were taught: History of Islam, Tafsir (interpretation of the Koran and Sunnah), Fiqh (Muslim doctrine regarding the rules of behavior), Kalam (Islamic theology), Hadith (the legend about the statements and activities of the Prophet Muhammad), as well as the Russian language on the required scale. The article concludes that the close centuries-old contacts of Georgia with the Islamic world, playing the role of a corridor between Turkey, Georgia and Azerbaijan, contributed to the integration of religions, civilizations here, as well as the development of Islamic teachings and education. Scientific research of this problem is of great importance in the context of interfaith and intercultural relations.

This study was designed to test the Agenda Setting Theory, which is supposed to be one of the important effects of mass media. Agenda setting, one of the theories of mass media research, suggests that mass media is effective in thinking about the topic itself rather than thinking about how this topic should be evaluated. However, each discusses different topics according to their own culture, tradition, view, history and personal characteristics. According to the theory, the efficiency of mass media is not concentrated in the strategy of thinking, on the contrary, it’s found to be effective in thinking about what to think about. The research was based on a face-to-face survey with 740 students from Hacı Bayram Veli University in Ankara, Turkey and An-Najah National University students in Palestine. The public agenda data and the media agenda data, perceived by the students, were listed and the agenda setting effect of the media were tried to be revealed.Within the scope of the study, together with the variables of gender, class and university, the student`s views on their own agendas (the topic most recently emphasized) and the question about the media agenda (the topic that mass media has been dealing with most recently) were evaluated. According to the results of the research; when the media agenda is compared with the public agenda in terms of gender, university and class categories, it is found that the similarity rates among them are quite low. Therefore, Agenda Setting Theory of Mass Communication Hacı Bayram Veli universities in Turkey and An-Najah National University students in Palestine have not been sufficiently effective in their sample.

LAND AS AN INDICATOR FOR NATIONAL RESOURCE BASED POLICY ISSUES: THE CASE OF SPATIAL RESOURCE DISTRIBUTIONS IN ISRAEL

LAND AS AN INDICATOR FOR NATIONAL RESOURCE BASED POLICY ISSUES: THE CASE OF SPATIAL RESOURCE DISTRIBUTIONS IN ISRAEL

Author(s): Shulamith Gertel Groome,Marjan Hočevar / Language(s): English Issue: 091/2019

This interdisciplinary geo-spatial overview represents a conceptual foundation for policy research concerning allocations of public commodities as represented by land (settlement) resources. Principles of collective vs. individual rights to benefit from these may pose moral dilemmas for decision-makers. Such a conflict of interests could prompt ‘ambiguous’ governing decisions that lack clear directives for implementation. The resulting policies might support declarations of multicultural inclusivity while embracing exclusive ethnic communities. A case in point is the Israeli spatial policy on Arab and Ultra-Orthodox minority groups, analysed using primary and secondary sources and statistical data relating to political affiliations, income, housing costs and locational preferences. If land is an adequate indicator of ambiguous resource-based issues, further analyses should define how socio-spatial distributions are decided and at which particular stages of the policy process.

IMAGES OF MUSLIMS ON LEMONDE.FR DURING THE PERIOD OF TERRORIST ATTACKS IN EUROPE IN 2015–2016

Author(s): Polina Shevchenko / Language(s): English Issue: 091/2019

The purpose of this study was to analyse images of Muslims appearing in articles published from 2015 to 2016 on the website lemonde.fr. At this time, the country was faced with terrorist attacks that resulted in various government decisions and a complex emotional state of the nation. The study includes 617 articles from lemonde. fr, individually refined through 16 keywords. The quantitative and qualitative content analysis allowed for three main thematic categories of articles to be determined: Muslims as potential terrorists, the incompatibility of Islamic religious symbols with European values, and Islam as an obstacle to secularism in school. Muslims were represented as victims of discrimination or as criminals. These images negatively affected the perception of this religious minority in France and may have led to complications in intercultural communication.
