Gospodarka zaczyna się w rodzinie – kondycja rodziny a rozwój społeczno-gospodarczy

The purpose of this article is to present the links and research that confirm the family’s vital influence on the economic system. The family is understood here as a basic institution and a group that simultaneously guarantees the realization of the multidimensional process of social reproduction – from its demographic dimension, through socialization to economic. For this reason, the economic system – although often seen in economics as a separate sphere from the family and the household it manages – in fact exists, functions and develops only when families within the society take and perform the aforementioned roles. How they do it influences whether the economic system receives appropriate (and sufficient) number of entrepreneurs, workers and consumers who are adequately equipped with social skills (soft skills) and knowledge. The results of the research presented in the paper show clearly that the processes of decomposition of marriage and family occurring and progressing, especially within Western civilization, significantly affect the condition of the economy. It turns out that, on the one hand, the increasing proportion of divorces and the related disintegration of families and, on the other hand, the declining number of marriages, the increase in cohabitation and extramarital births have a significant impact on the quality of socialization of children and adolescents. It turns out – as shown, among others. by James J. Heckman’s research – that the most effective in terms of development of non-cognitive skills and educational achievements is a stable and intact family. The recommendations and conclusions of this paper draw attention to the importance of awareness of the presented influences not only for social policy, but also for creating and implementing economic policy.

Special Economic Zones were one of the tools to accelerate the economic transition processin Poland. SEZs, being an attractive place to invest, significantly attracted investors to the economy,in particular foreign investors. Currently, the Special Economic Zones have been in existencefor more than twenty years in Poland, so it is worth asking – do they still meets the expectations ofdiversification of economic activity and modernization of the Polish industry, or do they contributeto perpetuates of the unfavorable structure of investment? The answers to this question became thesubject of considerations conducted in this paper. The working hypothesis was formulated as follows:special economic zones succeed not only to diversify economic activity in Poland, but to modernizeit by actually influencing the branch structure of industrial enterprises’ investment. In the first part ofthe article, special economic zones are presented as a place to invest, then investment outlays to theGross Domestic Product in Poland and other European Union countries were compared, indicating theappropriateness of using and maintaining instruments creating favorable conditions for investing inPoland. In the next part of the article, the author focused on the target object of the analysis, i.e. the assessmentof the impact of the branch structure of investment in Zones on the structure of investment inPoland. This assessment was based on the comparative analysis of the structure of investment outlaysin economic zones and outside the zones (in years 2010–2015), using structural similarities indicatorsand selected divergence indicators.

From year to year, the importance of natural gas is growing as a key fuel in the global energy balance.Also in Poland, the share of gas in the energy balance has been systematically growing in recentyears. The necessity to diversify energy supply sources, as well as the ecological values of natural gashave caused interest in gaseous fuels. The largest recipient of blue fuel in Poland is the industry, whichaccounts for about 50% of the total gas use, while the municipal customers account for about 38% oftotal gas consumption. The article presents important factors affecting gas consumption: the impactof social conditions and the impact of the level of infrastructure development by voivodships. It wasobserved that unemployment affects the amount of gas consumed in a given province. It was foundthat gas consumption decreases with the increase in unemployment. In addition, the length of the gasnetwork is closely related to consumption and the number of recipients. For this purpose, a network isbeing developed to distribute the gas delivered to the LNG terminal in Świnoujście. Differentiated gasconsumption between customers in the city and in the countryside was presented, as well as significantdifferences in the use of natural gas. The temperature has the biggest impact on gas consumption,which confirms the fact that gas is used primarily for heating households.

In the paper the concept of money and money unit based on labourism approach has been presented.In this context understanding money as wage receivable and money unit as labour unit enablesto search for the value of money and its proper approximation. The main determinant of money valuein presented approach is wage productivity understood as the product of sales revenues or GDP tothe labour costs. Hence the main goal for economists should be maintaining the steady increase ofwage productivity factor both in micro- and macroeconomics. In microeconomic sense this goal isthe responsibility of the board of the entity, and in macroeconomic sense – the government, especiallyministry of finance. Lack of optimal value and simplicity of the wage productivity factor makes it themost important and informative economic factor.

On January 15th 2015, when the Swiss National Bank (SNB) suddenly announced that it wouldno longer hold the Swiss franc at a fixed exchange rate with the euro there was a panic. The francsoared, which drastically affected the cost of loans taken out in the Swiss francs and the current borrowersincomes.The issue of perturbations caused by providing by banks credits in foreign currencies and creditsdenominated in foreign currencies is multi-layered and complex. It comprises relations on economic,legal and ethical planes between three players: banks and government in the form of empire: the executive(regulations, the Office for Competition and Consumer Protection and the Financial SupervisionAuthority), judicial and legislative authorities.The denominated currency credit has become a speculative instrument with four risk groups.Besides the traditional interest rate risk and currency risk of principal and interest the consumers wereexposed to currency margin risk of the bank and currency spread risk. Systemic risk is a specific typeof risk, for which effects of amplification, leverage or positive feedback are built into system. Financialmarkets and banking systems are especially prone to “the herd instinct” behavior.Large amounts of denominated debt and an increase in CHFPLN can lead to an increase in systemicrisk and a decrease in borrowers’ incomes. This can lead to positive feedback in the economicsystem which can result in a complete collapse of consumer incomes.

The quality of life, meaning the degree of human’s satisfaction derived from the whole of theexistence, involves both – the private and professional spheres of life. One of the most important determinantsof the quality of life is health, which in more than 50% depends on the person’s lifestyle.Due to the fact that lifestyle is a result of individual actions undertaken by the individual and its homeand work environment, it is assumed that one of the employer’s tasks is shaping pro-health behaviors.Promoting healthy lifestyles is particularly important for young people who are just entering adulthood.Those people, also known as Millennials, go to school and work simultaneously. As a consequence,young people’s health awareness is not only parents, teachers or school nurses’ matter to teach anymore,but also employers’ from whom young people gain first work experiences. It needs to be indicated thatempirical studies prove that representatives of the Millennium generation are characterized by unhygieniclifestyles and the need for services that shape a healthy lifestyle.The purpose of this paper is to identify the expectations of youngsters (representatives of Millenniumgenerations) regarding the role of employers in shaping a healthy lifestyle.The article consists of theoretical and empirical sections. Theoretical parts were based on literature,which include publications devoted to a healthy lifestyle, health promotion in the workplace, and the characteristicsof Millennial generations. The empirical part of the paper contains the results of the author’sour own research conducted in 2017 among representatives of the Millennium generations. The resultsshow that young people do not manifest healthy behaviors. At the same time, they expect from theiremployers to promote healthy lifestyle.

Polish and European society is aging which means that more and more persons will require permanentor temporary care. According to CSO data, persons of retirement age accounted for about 1/5of Polish society in 2015. According to demographic projections, their share is to increase. In the faceof the increasingly aging population, the alienation of persons of retirement age is a more and moreacute problem. A larger scope of care achieved through the development of new institutional solutionsmay be a response to the elderly’s needs. Care Farms, which are introduced in Poland – followingeconomically developed EU Member States, including the Netherlands – are one example of such asolution. They are part of elderly policy which is a response to a social need, i.e. the social inclusion ofthe elderly, the sick, those in need of support. The elderly, which are often lonely, need to be encouragedto start being socially active, even to be presented with a pattern of changes. Lack of integrationapplies primarily to numerous peri-urban rural areas. In addition to identifying the problem, the studyaims at analysing and assessing elderly policy, and proposing new social and health policy instrumentsto sustain the elderly’s activity and social inclusion. The study contains specific examples of effectiveelderly policy, which is successfully implemented in other EU Member States, and examples of activationby holding integrative seminar and workshop meetings. Such forms of activity serve to establishand maintain contacts, and to improve the quality of life. At present, several Polish agri-tourism farmsextended their offer to include care services for the elderly. Such a form of activity is not only a responseto the elderly’s needs, but also a way of improving the financial standing of an agricultural familyby, among others, diversifying sources of income.

The article discussed the notion of social capital and its relation with the culture of specific country.In the first part of it, the concept of social capital was presented and cultural differences likepower distance, individualism, masculinity or femininity, tolerance to ambiguity, deciding about thelevel of social capital were presented. It includes different approaches to social capital and ways ofunderstanding it, as the network of contacts of separate entities enabling them using different resourcesor as feature of a given community, fostering taking social and individual initiatives. The next part ofelaboration covers short description of cultural differences with an indication of these elements, whichcan differentiate separate countries in terms of the level of social capital. Then research results on theeffect of individualism in the culture of separate states of the USA on social capital were presentedand research results on the relationship between the level of individualism in each country and thelevel of trust were discussed. Then the research results on the effect of culture in twenty six regions ofEuropean countries were presented. The relationship between power distance, uncertainty avoidance,masculinity, individualism and the level of social capital was proven in mentioned research. Articlewas prepared on the basis of Polish and English-speaking literature. The aim was the presentation ofcurrent research on differentiation of social capital and its elements such as general trust, institutionaltrust, informal networks, formal networks, civic participation. Also conclusions concerning possibilitiesof conducting further research in this area were presented.

The article is devoted to the Values Survey in Ukraine and Poland. The assessment of economictransformation should be comprehensive and the prism of values might give a deeper insight oncountry’s development. The values are important as in both countries it’s the people who vote andselect the leaders who decide what way to rule the countryWe have selected some of the polls that we think are determining the institutional environmentin Ukraine and for definition of the trajectory of the transformation of the national economy. It shouldbe noted that the results are presented for Ukraine back in 2011, which, in our opinion, makes itpossible to fundamentally assess historical events in Ukraine starting in 2013. For Poland the datacomes from 2012.The research is divided into thematic sections – family, politics, children, upbringing, religion,etc., and respondents are differentiated by sex and age. In all tables the total number of respondentsis 1500 for Ukraine and 966 for Poland.Thus, the prospects for the development of the national economy of Ukraine and Poland areevaluated through the prism of the study of values. The transition from extractive institutions toinclusive ones is complicated by the low level of public confidence in official institutions, the lowinvolvement of the population in the activities of the authorities, political parties, etc. The low levelof financial convergence, together with low confidence in banks, makes it impossible to develop thecountry’s financial system, poses a threat to national economic security, and so on. At the level ofofficial statistics, in our opinion, it is advisable to implement the concept of institutional statistics –the official statistics sector, which explores the “rules of the game”.

The goal of the paper is to present the methods of institution measurement and their weaknesses.The lack of precisely formulated definition of institution comes from different theoretical backgroundswhich cover not only neoclassical economics, but also elements of sociology, psychology, management, political science, law etc. Each of the enumerated sciences presents own definition of institutionand related measurement method. Therefore the different competitiveness criteria representedby well-known institutes used to institution appraisal are misleading. For instance, the internationaltrade measurement methods cannot be compared with the budget measures and with the economic risemethods. They are incomparable among themselves, because of different theoretical background. However,they are comparable among nations. Therefore the competitiveness criteria covering differenttheoretical background have incomparable measurement methods. The measurement methods in laware different from measurement methods in psychology, sociology etc. The conclusion is, the outcomeof competitiveness measurement methods represented by the WCY IMD and the other institutionsshould be treated as entrance knowledge useful in international comparisons. Such analysis should bedeeper on the macroeconomic level.

The sector of small and medium-sized enterprises in Poland (unlike in the US) is much less activein terms of undertaking innovative activities, than large companies. Small and medium-sized enterprisesengaging in innovative activity, face many problems connected with their small-scale activities,such as lack of internal or external funding for innovation. In addition, innovation spending involvesmainly fixed assets, such as buildings and structures, means of transport and machinery, not R & D.Due to low survival rate on the market during the first five years, small and medium-sized enterprisesare not able to carry out innovative activities without the support of formal and informal institutions.The aim of this article is to identify key areas, where the cooperation between formal and informalinstitutions result in synergies innovativeness of Polish national economy. Article is based on statisticalstudies of Central Statistical Office of Poland and the Polish Agency for Enterprise Developmentfor years 2004–2015.Cooperation between formal and informal institutions has an influence both on the creation of anenvironment supportive for the development of entrepreneurship and innovation.Formal institutions can influence the higher level of R & D expenditures by increasing the availability of R & D expenditure support through grants or tax credits, as well as by ensuring the stabilityof the legal environment and the protection of intellectual property rights. Informal institutions, on theother hand, stimulate the bottom-up energy of entrepreneurship, creativity and innovation through acultural system of standards conducive to risk-taking, individualism, cooperation and self-fulfillment.

The lack of fiscal discipline over the last few decades has led to the exacerbation of the problemsarising from the excessive accumulation of public debt in many countries. The global financial andeconomic crisis in 2008–2010 has caused further sharp deterioration in fiscal indicators and the existingfiscal rules have proven to be ineffective in most countries.The purpose of this paper is to present the role of fiscal councils as independent budget institutionscurrently considered the most innovative and effective solution designed to reduce the burden ofpublic debt and to promote accountability and fiscal transparency. The paper also outlines the rationaleand conditions of appointment of fiscal councils in Poland.The analysis shows that the fiscal council may be an effective complement to other budgetaryinstitutions, moreover, it can increase the effectiveness of numerical fiscal rules. However, to ensure tothat the appointment of a fiscal council has contributed to the strengthening of budgetary discipline, itshould have strict operational and financial independence from the government and have guaranteedlegal access to all public data necessary to assess the draft budget and the state of public finances, toprepare independent analysis and macroeconomic forecasts, to formulate recommendations on the desiredcharacter of fiscal policy, as well as the possibility of the assessment of the costs of governmentprojects and monitoring compliance with fiscal rules. The choice of the type of independent institutionsshould depend on the type of fiscal problems of the country and its political system including the constitutionalfoundations, legislative traditions and political customs.Under conditions of the structural determinants of the lack of fiscal discipline in Poland, the establishmentof an independent fiscal council would bring many benefits. However, the effectiveness of thisinstitution will be closely dependent on the ability to assure it the real operational and financial independencefrom politics.

The aim of the study is to present grants as a source of funding for the monument protectionsystem in Poland. It has been argued that one of the many factors determining the suppression ofnegative phenomena in the present state of monuments system is the ability of the state to finance themonument. It should be noted that in the last period of time there was an increase in expenditures madein the state budget in part. 24 KiDNA. The verification of the figures from the Ministry of Culture andNational Heritage results in the fact that expenditures on preservation of monuments are predominantin current expenditures and the share of wealth is unfortunately unprofitable.

The institution of university, which is occurring in its present form, faces many constraints andproblems. The main reason of it being numerous changes in its functioning environment (educational andeconomic policy, educational services market competition etc.). The most important of these problemsis the de-institutionalization of the research mission and the concentration on didactic process, the orientationof the institution on the quantitative indicators on which the state funding mechanisms have beenbased, the reduction of the rigor of academic culture and the conservatism of the university environmentand unwillingness to make changes. As a solution to these problems comes the vision of a next-generationuniversity – a modern university that is constantly evolving and striving to excellence. It is an intelligentorganization, subordinated to knowledge, which operates in a hybrid model and adopts the best characteristicsof classical and entrepreneurial models of university. It is a re-institutionalized institution thatrein-institutionalizes the research mission and achieves balance between academic and didactic missions,revises academic attitudes, norms and behaviors and the has the ability to quickly adapt to the changingneeds and expectations of the environment and performs its mission in efficient and effective way. Beyondthe two above-mentioned missions of higher education, there is an important “third mission”, whichenables the development of academic entrepreneurship, increases the autonomy of the university, andplays an important role in social and economic development.

In a changing world, necessary for the proper functioning of the organization is the development ofemployees, who are the most important part of the company. One of the methods of improvement of personnelis coaching. Coaching is a form of partner relations between the Manager (coach), and subordinates.This relationship enables the mutual sharing of knowledge, which in turn contributes to an increase inemployees’ qualifications, work efficiency and the formation of intelligent (learning organization). Linersteering through the provision of expert advice and creating an atmosphere of mutual trust, contribute tomore rapid and effective identification and eliminate problems in your organization. The effectiveness ofthe method requires the heads of certain skills in observation and diagnosis of the surrounding reality. Inconsequence, coaching is a form of development of both employees and managers.The aim of the article is the characteristics of the training process in polish organizations. In theoreticalpart, discusses coaching as one of the methods of staff skills improvement. Then, by analyzing thedata of GUS from 2010, shows the level of implementation of the learning process in Polish enterprises.In the last part of the article, National Training Fund was characterized as support for organizations fromthe Government in the process of promotion of education workers.

People are the inseparable and irreplaceable element of every company. However, this statementwas not always so obvious. Success of the organization was often attributed only to its products andmeasure of this success was solely numerical data showing the financial condition of the enterprise.Last decades have changed view on this subject. At present, not only dry figures, but above all, peopledecide about the success of the company and its development. Managers pay more and more attentionto the education of their employees, care for their psycho-physical condition or attachment to the workplace.Such an approach builds the belief among managers that it is necessary to manage a companyfocused on employees and their development.This article attempts to show the theoretical impact of knowledge management and social potentialof organization on its development. First, the author pointed out some of the definitions ofknowledge and its characteristics, available in the literature. Next, the definitions of knowledge managementare presented along with the benefits that are visible to the company using this concept. Thesecond part of the article concerns social potential. It contains definitions of this concept along withthe elements that decide about it. The author of the article cited also systemic actions undertaken byenterprises focusing on their social potential. There were mentioned and briefly described such issuesas: learning organization, management of employees’ competencies, internal communication system,organizational network, teleworking system (flexible employment).

The aim of this study is to present and attempt to estimate the minimum equitable remunerationon each level of education in Poland as one of the determinates of integrated development. Inthe essence of integrated development, economic situation of an individual is as significant as theirenvironment: political, legal, institutional, social and cultural. A fair minimum wage protects humancapital from dispersion, rebalances its losses due to the essence of life, and enables the reconstructionof human capital. A man gathers and increases his personal capital throughout his life. The principlesof paying human capital are determined by the nature of capital. Capital is not created out of nothingand has its sources, which allow it to be valued in monetary units. The value of human capital consistsof capitalized living costs and capitalized costs of professional education for people with higher education.Capital located in the human being is reduced by illness, accidents, unemployment, wars andother incidents. The employee’s human capital also disperses as a result of work-related effort, and alsodue to the passing time. Remuneration is the compensation for this loss. The amount of remunerationshould be derived from the application of economic constant of potential growth (SEPW). Empiricalstudies confirm that this constant is around 8% per year. When the level of capital payment falls below8%, the value of human capital of employees will decrease. This is a phenomenon that is perceivedby the employed, it creates a sense of injustice, which then causes social tensions and dissatisfaction,which adversely affects the development of the entire country. Using the theory of human capital, it ispossible to estimate fair remuneration on different levels of education and at different times of work,as evidenced by this study.

The state of the Polish health care system is not satisfactory. In the elaboration the author discussesthe need for introduction of institutional changes in the health care system in Poland in the contextof various problems and challenges. The most important of them are the following: the changingdemographic situation (ageing population, migration of the Poles abroad), the shortage of medicalpersonnel, the differences in their territorial placement and problem of availability of medical servicesand the occurrence of queues to specialists.Also the issue of the dominating conflict of interest in health care was taken and the difficulties inreaching an agreement concerning the nature of introduced changes by various groups of stakeholders.A review was made of the ways of financing the health system in Poland from the perspectiveof history – beginning from the end of the World War II to the creating of the National Health Fundin 2003.Also attention was paid to the problem of the lack of coherence of the laws regulating the Polishsystem of health care and the occurrence of the phenomenon of softened responsibility.Next the author analysed the planned changes within the framework of the reform proposed bythe minister of health Mr. Konstanty Radziwiłł. Their main assumption is the change of the model offinancing of the health care system and liquidation of the National Health Fund.

Ekonomiczne uwarunkowania pracy elektrowni szczytowej na paliwa gazowe w Krajowym Systemie Elektroenergetycznym

The goal of the presented study was analyzing the economic conditions for the operation of a gas- -fired power plant in the National Power System (KSE). The paper was analyzing electricity demand and methods of covering that demand with special focus on peaking sources. Shortages of power in the National Power System may be covered by import, reduction of consumer loads and by dedicated peaking sources. The authors have attempted to determine sales prices of electricity produced by peak power plant with a power of approx. 200 MW, at which the project is feasible. Two plant technologies were compared: aeroderivative gas turbines and reciprocating engines. For each of those cases a techno-economic analysis was performed along with a simplified analysis of sensitivity to selected parameters. Abilities to provide ancillary services such as emergency operation and operational capacity reserve were also taken into account. Calculations reveal that the specific costs of generating electricity at investigated plants greatly exceed electricity prices achieved in the market. However extra payments which would be required by peaking sources are at the same time much lower than the cost of load reduction (negawatts) or costs suffered by the industry due to restrictions in power supply. In addition, the provision of ancillary services, including secondary frequency regulation, significantly improves the economics and functionality of the proposed peak load power plant.
