Realizacja celów rozwoju krajów Unii Europejskiej opartego na wiedzy i innowacjach

Development based on knowledge and innovation is one of the main priorities of economic policy in the European Union (EU) countries. It was included in the Europe 2020 strategy, which obliged the EU countries to take measures to strengthen their innovation capacity. The effects of these activities are monitored using indicators to assess the ability of the economy to create and implement innovation and to assess the effects of innovative activity. The article presents an assessment of the degree of achievement of the objectives included in the Europe 2020 strategy for the development based on knowledge and innovation. The analysis used innovation indicators indicating the leaders. The analysis shows the ability to create knowledge and innovation and innovation activity of enterprises and its effects.

One of the five objectives of the Europe 2020 strategy is to increase expenditure on research and development in Europe to 3% of GDP. It is assumed that the achievement of this goal will be possible primarily through increased funding for innovation and research. This policy aims to contribute to the creation of new jobs, increase competitiveness and economic growth. One of the dimensions of such a strategic aim is the issue of human resources necessary to implement the objectives set out in the document. Analyses indicate that there is a need to increase the appropriate resources needed to achieve the planned objectives. The article presents statistics on the number of researchers and human resources in research and development in the EU countries, pointing to the challenges arising from the content of the Europe 2020 strategy.

Wpływ sieci społecznych na zatrudnienie i wynagrodzenia w Polsce

This article analyzes empirically the impact of job search through social networks on wages. Individual data are used from the International Social Survey Program (ISSP) and the regression combining and decomposition methods to estimate the effect of social networks for Poland and 19 other countries. In the analyzed cases generally the null hypothesis cannot be rejected of no wage effect of social networks. At the same time the results indicate a positive effect on the wages of private employment agencies and employment agencies operating at universities and schools.

The Primary Hospital Health Care Services Security System was established in 2017 as a response to the need to increase the level of health security in Poland. The assumptions of the project included ensuring the comprehensiveness and continuity of the provided health services and taking care of the patient at every stage of diagnosis and treatment, thus covering most of the objectives and priorities of the national health policy. The conducted research and inspections showed that hospitals’ network does not perform its functions at a satisfactory level. Therefore, this article’s subject has become the network of hospitals as a key element of Polish health security. The study aims to examine the role and tasks of the network of public hospitals in shaping the process of health security, as well as the extent to which it fulfills its function of providing health security to citizens. The research methods used included an analysis of the literature on the subject, legal acts in force, available studies, and scientific and industry articles. The authors asked the following research question: does a network of hospitals fulfill the obligation of providing health safety to society? There was also a thesis that the current state of the hospital network is not satisfactory. The conclusions may be an inspiration for improving the organization of the health care system in Poland. They contain recommendations on how to improve the system and improve the level of health security by, among other things, introducing a system solution for better management of the hospital bed base or more effective use of maps of health needs.

Religia stanowi dla nich niezbędny dla państwa fundament aksjologiczny, wokół którego możliwe jest zbudowanie wspólnoty obywatelskiej. Zapewnia ona państwu wartości potrzebne do prawidłowego funkcjonowania, których jego instytucje same nie są w stanie wytworzyć. Odniesienie do transcendencji pozwala ponadto na pogłębioną interpretację losów danego społeczeństwa na przestrzeni dziejów. Współcześnie chrześcijaństwo stanowi jedyną liczącą się alternatywę dla dominujących w świecie zachodnim prądów liberalnych. Zapewnia ponadto ciągłość między europejskim dziedzictwem kulturowym a współczesnością. Poglądy omawianych autorów sytuują się w ramach nurtu konserwatywnego.

Życie wewnętrzne w średniowiecznych klasztorach nie zawsze przebiegało w zgodzie z przyjętymi zasadami, które z założenia powinny być przecież rygorystycznie przestrzegane. Dotyczyło to zarówno braci, ojców, wyższych funkcyjnych klasztornych, a nawet samych opatów. Kronika klasztoru kanoników regularnych w Żaganiu dostarcza nam wielu przykładów łamania reguły zakonnej. Nadużywanie alkoholu, zbyt częste kontakty z kobietami czy nieposłuszeństwo wobec przełożonych – to tylko niektóre z problemów, z którymi borykali się żagańscy kanonicy. Wydaje się, że w takim zabytku dziejopisarstwa średniowiecznego pokazywane powinny być raczej pozytywne przykłady, które miały zachęcać do cnotliwego postępowania, a nie negatywne czyny, a nawet zbrodnie. Okazuje się jednak, że prezentacja tego, co złe, miała charakter dydaktyczny. Pokazywała czytającym, jak nie należy postępować, czego unikać, aby nie ściągnąć na siebie i cały konwent nieszczęść, oskarżeń albo gniewu – czy to braci, czy przełożonego konwentu. Informacje o grzechach i występkach pełniły również funkcję kontrastującą, podkreślając, jak wprowadzone reformy życia wewnętrznego przez dobrych opatów wpływały na zmiany w sposobie postępowania i życia całego konwentu. Dzięki zaprezentowaniu pozytywnych i negatywnych przykładów te pierwsze widzimy jako jeszcze lepsze, jeszcze godniejsze naśladowania i zapamiętania.

Obserwowane narastające lawinowo zjawisko uchylania się przez rodziców od szczepień dzieci wymaga pogłębionych badań pod kątem ich odpowiedzialności moralnej za zaniechanie działania.Cel badań: Zweryfikowanie hipotezy badawczej, która brzmiała: Odpowiednio silny wpływ czynnika modyfikującego postawy rodziców wobec szczepień ochronnych dzieci może zmniejszyć odpowiedzialność moralną rodziców za niepodjęcie obowiązku szczepiennego.Metoda badawcza: W badaniach zastosowano desk research, a więc analizę danych zastanych, z uwzględnieniem dostępnych dokumentów, badań i publikacji, i ich konfrontacja z kryteriami wartościowania czynów ludzkich, szczególnie w zakresie przeszkód aktualnych.Osiągnięte wyniki: Analizy potwierdziły, że odpowiednie nasilenie przeszkód (zwł. niewiedzy niepokonalnej i strachu), często na skutek celowej dezinformacji (disinformation) przez ruchy antyszczepionkowe, znacząco zmniejsza odpowiedzialność moralną rodziców za odmowę szczepienia dzieci.Wnioski: Najskuteczniejszym mechanizmem zapobiegania odrzucaniu szczepień jest celowana i holistyczna edukacja rodziców i społeczeństwa w zakresie szczepień i szczepionek.

This article presents a part of the work of the developmental project for literacy acquisition (reading and writing) for children with severe physical disabilities. These children are characterized by very difficult or impossible language performance by spoken language. This is the reason often to define them such as uneducated children with intellectual disabilities. At the same time, some children of them can be demonstrate average degree of intelligence and potential for language competence acquisition and acquisition for language performance by written language. The purpose of this program is to developed literacy with gaze controlled software. Reading and writing skills will help to these children for their verbal communication with spoken language using text-to-speech software. The main purpose of the training program is to match the child potential with his or her ability for language performance. The focus of this article is on the theoretical models and on and structure of the reading and writing skills development exercises for these children

The importance of the Bulgarian woman in the public space from the Renaissance to nowadays is presented in the article. The woman was restricted to participate actively in the Christian world and school life during the Renaissance. She received equal rights to men in the public sphere only after 1944. The socialistic development in Bulgaria during the period from 1944 to 1989 had a great significance to the enlightenment of the whole Bulgarian nation, which also provided an unrestricted access of the women to the educational system. The development of the Bulgarian education has been marked by reverse process after the democratic changes. The „total crisis“ of the Bulgarian society leads to a significant shortage in the educational system. In comparison to the previous socialist period, lower indicators in overall population literacy can been observed. Gender inequalities in education are being fairly reduced. Bulgarian women have gradually conquered school environment and are being engaged in educational causes more often compared to men. However, in the contemporary Bulgarian society, the right to education continues to be a challenge in respect of various social groups.

Scientific (scientific and technical) multidisciplinary project activities for the formation of methodology of security and quality of life through the development of the noospheric education system require studying, developing, implementing and testing multivariate models and characteristics of modernized training system for specialists and professionals of a new kind, which are able to confront the global environmental challenges. Such training system provides the implementation of the system administration methodology of multivariate noosphere-oriented training models (based on the principles of safety and quality of life), retraining, advanced training and training of kindergarten teacher –school teacher – university teacher – mentor – scientist – person engaged in study process. The study takes into account the next principles and approaches:1) noospheric, futuristic, constructive-problematic, situational innovative, energetic and goal-oriented, normative-axiological, culturological, system approach, information approach, synergetic, integrated, problem scenario approach, structural-functional, genetic and morphological, socio-cultural approach etc. as the scientific knowledge of the system state and development; 2) integrated methodology functions (critical and expert, criteria and indicative orientation(targeted), analytically relevant such as heuristic, instrumental, technological, predictive, philosophical, creative etc.) aimed at the prediction, remediation and prevention of environmental risks and civilizational development dangers. These functions include educational and research modules of noospherology, the system administration methodology, equal choice (safety and quality of life), forecasting and modeling positive psycho-emotional development; 3) development of online workshop network to prepare job seekers (holders of educational and academic degrees) out of all stakeholder categories; 4) integration of the multivariate semantics of the higher education institutions and scientific institutions in the fields of ecology, environmental protection and balanced nature management, governance and public administration, pedagogy, contributing to the institutional modernization of cross-border collaboration at the global, regional, national and institutional levels, as well as administrative management of the portability of scientific methodical and information-analytical network of logistics, based on the system of noospheric education on the principles of autonomy, accessibility, continuity, academic mobility, ethics and integrity, health of the nation in the consortium of universities for the sake of security guarantees and the quality of life in biosocial dimension. The modern methodological directions of safety and quality of life research are formulated in the global dimension. The current state of the problem is also characterized in the research. The target component of the actualized scientific problem is concretized due to contradictions, methods and means of research. The novelty and structure of the sphere of scientific research are determined. The author's interpretation presents the definition of “methodology of safety and quality of life on the basis of noosphere education”, highlights the stages of research, proposes a hypothesis of scientific direction, its novelty and provides the conclusions to achieve the benefits of its relevance.

This article will present you with the foundation of the modern Piraeus city between 1833 and 1838 in the light of unpublished archives from the fund of the Greek Ministry of the Interior in King Otto I’s time kept at the General State Archives in Athens. This document shows how immigration to Piraeus was largely channeled by the administration through the establishment of settlements (synoikismoi). It also highlights an original founding of a port city in the Eastern Mediterranean literally out of nowhere. It shows the creation of a community of inhabitants with the essential role of the natives from Chios first, then from Hydra, who form the two main groups, both separated but reunited in the new town, since each group has its own neighborhood, parish and church.

The reconstruction of family relations and of their impact on the socioeconomic activities of Wallachian merchants in the 18th and early 19th centuries is a rewarding, yet difficult, task. The difficulty results from two main factors: one is that the majority of the available primary sources have an arid, patrimonial nature, and two, the type of documents that might offer more social detail, i.e. family correspondence and chronicles, diaries, etc., are not as numerous as the historian would wish. The author of the present study therefore decided to supplement this uneven documentary base with another type of material: the last wills and testaments of individuals from this socio-professional group. It is from the examination of a documentary corpus of around 100 such texts that the author has attempted to flesh out relations between spouses as well as those between parents and their descendants. A secondary objective of this approach was to identify possible strategies used by merchants in the period under study to ensure continuity in their trade and the ‘security’ of family estates. Despite the nature of the documents, which did not have much scope for affective display, testaments often reveal feelings of love, respect, and loyalty – or a lack thereof – among family members. The fact that most testators usually named close kin (a spouse, surviving children, and siblings) as executors and main beneficiaries of their estates shows the crucial importance of family alliances, affective ties, and solidarities in the longer-term economic survival of family groups.

The paper analyses e-books and – contextually – animated films about the coronavirus pandemic in the light of the research on children’s informational books. The first part of the article is to outline the terminology and definitions fostered in the Polish scholarly discourse. The second part provides a proper analysis of selected works available in Polish. Three important elements of children’s informational books are discussed: the use of illustrations, inclusion of fictional elements, and presentation of the current state of knowledge.

The author of the paper emphasises the place of the monograph in the contexts of the film genre theory, new humanities’ tendencies, and the academic discourse. The alternative for the last issue is the so-called haptic criticism, term coined by Laura U. Marks and used by the article’s author to describe Kostyra’s style.

The review article is devoted to the monograph Baśni przeobrażone. Transformacje bajki i baśni w polskiej epice po 1989 roku [Fairy Tales Transformed: The Metamorphosis of Fairy Tales in Polish Literature after 1989] (2020). Its author, Magdalena Bednarek, shows the potential of the fairy tale (but also the animal tale, the folktale, etc.), consisting in the penetration of its various elements into diverse dimensions of a literary work and the specific organisation of its structure, and the construction of plots, meanings, and characters. Bednarek’s research material was, above all, realistic prose addressed to adult readers – functioning in various cultural circles – published in Poland over the last thirty years. The article reflects on the author’s way of selecting literary sources and the applied terminology (including bajka as a superior category for diverse genres, ‘anti-fairy tale,’ ‘retelling,’ ‘rewriting’). Three perspectives were also analysed from which Bednarek considered (largely in the context of feminist criticism) the forms of the presence of fairy tales in Polish realistic prose: (1) genre metamorphoses of fairy tales, (2) transformations of popular motifs, (3) transformations of characters (mainly heroines).

The European High North (EHN) region faces distinct challenges in terms of socio-economic, cultural and environmental infrastructure. As a peripheral region, it is usually characterised as being geographically distant, with a sparse population, relatively poor physical and economic infrastructure, and far from major administrative hubs located mostly in its southern areas. Integrating new technology as a well-established phenomenon, particularly digital innovation, in regional development strategies has been found enormously relevant and beneficial for the citizens inhabiting this region. In effect, the EHN’s sustainability depends on the efficient management of land use and natural resources, economic and human activities, and services and facilities. The expansion of digital technology and its appearance in many areas of the everyday lives of people and communities provide better efficiencies in the context of service design and infrastructural development. Given that the EHN is relatively better progressed than similar peripheral regions and has therefore set an example of modern development in the area of digitalisation, this paper analyses the realities of the cities of Tromsø in Norway and Rovaniemi in Finland as case studies of providing potentially ‘smarter’, efficient, and modern services that combine development, sustainability, and human wellbeing.
