Politická reprezentace žen na pozicích starostek v Česku a na Slovensku v letech 2006–2014: Srovnávací analýza faktorů úspěšnosti

Main objective of this article is to analyse political determinants of the descriptive representation of women at the local level in communal elections (i.e. the position of mayor) in the Czech Republic and Slovakia over the past decade. It focuses on the political opportunity structure (i.e. the structure of relationships that affect social and political behaviour) and questions whether this structure affects also women’s political representation. It shows that women are significantly advantaged in municipalities where women have held a mayoral post in a previous electoral term. In contrast to other studies, previous women’s representation in a municipal council is here found to have only a limited effect. The strong negative effect of the direct election of mayors and the negative effect of municipal size (only in Slovakia) indicate that women’s representation as mayors may be the result of interdependent phenomena that are a combination of institutional structure (e.g. electoral procedure, the mayor’s powers) and political contextual factors (past experience with a female mayor – not necessarily incumbents). This finding challenges earlier studies and it shows that any effort to identify a clear list of determinants of women’s representation as mayors is a complex task, making it difficult to pursue a broader comparative study in a different institutional environment or a different political culture.

The essence of the phenomenon of the Neutral Nations Supervisory Commission, established after the most gory and dangerous conflict of the time of bipolar division of the world is the very existence of the Commission, and attempts at stabilisation of the political and military situation in the Korean Peninsula. After many months of war between North and South Koreas, the line of the front stabilised along the 38th parallel, a line that is the border between the two Korean states to this day. The signing of the cease-fire on 27th July 1953 put an end to the armed conflict, which turned out to be the most blood-spattered episode of the Cold War. Two international commissions of neutral states were created to supervise compliance to the treaty. These were the Neutral Nations Supervisory Commission (NNSC), with representatives of Poland, Channel Slovakia, Switzerland, and Sweden; and the Neutral Nations Repatriation Commission (NNRC), whose members included the above-mentioned states and India.

The electoral and governing game needs to be played with pragmatic principle and this article outlines recommendations for political and government advisors as to how to understand, respond to and communicate with their public and deliver for them in order to achieve longterm aims. It is drawn from in-depth academic interviews with practitioners and provides applied research on market analysis methods, micro-targeting, opposition research, consultants and clients, strategy building, branding, managing volunteers, strategic communication, communicating product change or re-positioning, receiver-responsive communication and delivery management. Practitioners can gain an invaluable insight into perspectives from those with experience carrying out political marketing. It concludes that principle is as important as pragmatism in winning the electoral and governing game and argues that political staff and advisors can use marketing in politics and government to achieve principled aims.

This review article is focused on the rising framework of principal-agent analysis in political science. It aims to map the most influential studies and answer the question of whether this concept is adequate to describe the quality of the relationship between voters and their representatives. It is obvious that using the principal-agent framework leads to oversimplification. The economic theory of democracy is not a new model; nevertheless, using the game theoretic approach requires several adjustments. The adaptation of the main premises of the concept to the political reality should open new research questions with respect to the voter–elected officials relationship. Most principal–agent studies in empirical political science are focused on all links in the delegation chain but the first one. In my opinion, the link between voters and their representatives in a democracy is the fundamental one. Describing it using the tools of principal-agent theory could help scholars better understand current changes in the structure of political parties and voter behaviour.

Optimisation of the vertical organisation of state power is a comprehensive step towards formation of full-functional local governments and an effective system of administrative-territorial organisation of the country. Deciding to decentralize, Ukraine has chosen a model of administrative-territorial system completely different from that of the early 1990s. On the basis of the research conducted, the given article analyses the genesis of scientific approaches to understanding the decentralisation process. The essence, periodisation and stages of power decentralisation in Ukraine, its main features and the purpose of its application to local government are defined. The key opportunities provided by decentralisation for the development of local governments are analysed, and the problems of choosing a form of decentralisation that would optimally take into account the resource potential of a certain territory are examined. The main challenges facing local governments and the central government in the process of implementing the decentralisation reform are identified, especially in the conditions of current Russia’s war against Ukraine. It was concluded that successful implementation of decentralisation reform is possible only with a cohesive community of residents, strong institutions and efficient public administration.

Participatory budgeting: Is it a useful tool towards co-creation of public services?

The research aim of the present paper was to check whether participatory budgeting fulfills the concept of co-creation of public services in Poland. To achieve this goal, the following research tasks have been implemented: (1) to identify the legal solutions of citizens’ cooperation, (2) to identify the characteristics of participatory budgeting in terms of co-creating public services, (3) to identify the amount and structure of participatory budgeting, (4) to provide cross-country comparison, and (5) to identify difficulties in using participatory budgeting. It has been revealed that in 2021, participatory budgeting was most popular in big cities where it is compulsory. In 2019, Poland (with 2,014 budgets) and Portugal (1,666 budgets) were responsible for 71.69% of all implemented participatory budgets in Europe. In 2018, Europe constituted 48.9% of all worldwide projects, mostly because of their compulsory nature in Poland and Portugal. Participatory budgeting might be successful in its implementation, but needs: involvement of the local community; planning of preparatory activities; communication between all entities involved in the project; appointment of a team that will coordinate the preparation of the participatory budget. According to the research, participatory budgeting is a platform for social activation and providing services better suited to the needs of the inhabitants. Participatory budgeting is a certain form of co-creating public services, as the inhabitants create projects and decide on the allocation of funds for the implementation of public services. Nevertheless, it is a limited version of co-creation, since residents are not involved in all parts of the process. The research covers mainly the years 2018–2022. In the present paper, the following research methods have been used: analysis of scientific literature and normative documents, co-creation methodology, comparative analysis, and statistical analysis.

The area of Sidoarjo Regency consists of 18 districts with a land area of ??around 714,245 km2 and a coastal area of ??around 201,687 km2. The topographical conditions in the Sidoarjo Regency are lowlands with altitudes ranging from 0 to +25 m above sea level, so that certain areas in Sidoarjo Regency show a condition that has the potential to experience flooding problems. Making infiltration wells is one of the most efficient solutions. Infiltration wells are wells or holes on the ground surface that are made to collect rainwater so that it can seep into the ground either through the roofs of buildings, roads and yards. There are 20 points spread across 9 sub-districts in Sidoarjo Regency which, based on field survey reviews, have the potential to experience flooding problems. In this area, infiltration wells will be built. Direct observation in the field is carried out to determine the condition of the area under review and to plan the design and recommendation points to be carried out. In addition to this, soil permeability conditions also need to be analyzed so that the coefficient is known. Primary data collection related to soil type classification was obtained from literacy data and soil type maps in Sidoarjo Regency. Based on direct observation and soil type literacy data, it is recommended that infiltration wells with a depth of 2 meter and a diameter of 1.1 meter be used are buis concrete and a filter system using palm fiber as a filter for sediment and waste so as not to interfere with the infiltration process in the infiltration well. 1 infiltration well can accommodate and absorb ± 1900 liters of water which can reduce flood discharge within 46 to 61 hours depending on the type of soil under review.

This paper aims to establish a model that can utilize vibration and sound heatmaps in smart traffic using Internet of things, mobile and web technologies. The developed system should be able to monitor and collect information using crowdsensing technology, as well as provide the current status of the environment. The final objective of the model is to generate visual heat maps related to perceptual attributes (e.g. ‘calm’, ‘pleasant’, ‘unbearable‘) with collected vibrations and sounds as a starting point. The proposed system is developed through these main stages: (1) Vibration and sound sources recognition (2) Profiling of the sources (3) Prediction of perceptual measures divided by the area (4) Implementation of vibration and sound heatmaps. This research is specifically focusing on the last two stages (predictions and implementation). These stages are broken down into smaller phases with methodology and processes described in detail. The model of the developed system was realized through measured vibrations and sound data in urban transportation in Novi Sad city. Finally, we present the research results from the analysis paradigm and provide suggestions for its implementation.

Cyber security is one of the main issues that is discussed today everywhere in the world. The development of technology has grown rapidly and it is important that this development should be done simultaneously with the increase in security. When we talk about the network, we must also consider its "Security". On the other hand, Python is a language which, especially in recent times, has received a great development and now we can say that it enjoys such a wide community. Our goal in this article is the advantages that this programming language offers in cases of cyber security issues. It has everything that cyber security professionals need to protect against cyber vulnerabilities and threats. It allows developers to do anything that relates to cyber security by detecting threats to system fixes. Python is a high-level, general-purpose, interpreted programming language for analyzing small networks. So, the implications of the study are for cybersecurity professionals and developers. They use the NetworkX grid tools imported into python. NetworkX provides many functions and generation facilities to read and write graphics in many formats. By analyzing these network nodes graphs, are identified the nodes that can be "bad". With Python scripts, you can scan ports and compromised device. In order to achieve this, we have obtained two concrete dataset which were obtained respectively from a public and a private network. After analyzing the graphs, the weaknesses of the network and unidentified devices in the network are identified, creating the possibility of taking appropriate measures to protect against cyber-attacks.

The Making of Smart Citizenry: Decoding ‘Smart Citizen’

Ayona Datta (2017) highlights how the digital turn in the post-colonial cities in India has allowed the coercive power of state to control and discipline citizenry by making them actively engage in governance; while the active citizenry is just a smokescreen, a proxy to provide the larger legitimacy to the smart city project and rather the citizenry is paternalised and handheld through the emerging technologies of government. She argues, in the process, the emergence of alternative citizenry is cast and their reflections need to be gauged from the perspective of subaltern and others who defy the digital turn and its wider network. In this backdrop, the article examines the discursive construction of ‘smart citizenry’ under India’s Smart Cities Mission. Drawing on the discourse analysis of 100 smart city proposals, the article contends that the Mission creates a false binary of active and passive citizenship with implications on the citizenship rights. It is further argued that that the Mission has a very narrow understanding of active citizenship, limited to just giving tacit consent to smart city projects. This is depicted in proposals calling for smart, active, duty-bearing, responsible citizenry lack of which risk jeopardize the success of smart cities.

The purpose of the research was to assess the legitimacy of the establishment and func-tioning of the regulator (PGW Wody Polskie), responsible for approving tariffs for water supply and sewage disposal. Answers were sought as to the sense of its functioning and whether the tasks entrusted to it are performed properly. The main research method used in this study was a document survey consisting of a quantitative and qualitative analysis of the content contained. A review of available documents on the subject matter addressed was carried out. tMoreover, he opinion of local government officials and water and sewer entrepreneurs themselves on the functioning of PGW Wody Polskie was read. The author considers whether it is not better to return to the approval of tariffs at the level of municipal councils, as was the case before the amendment of the law. A thesis is put forward relating to the current way in which the regulator approves tariffs for the supply of municipal water and sewage by paying attention to the political issues of decision-making in this regard.

The objective of the paper was to verify the degree of success of involving stakeholders in the process of implementation and monitoring of regional operational programmes in Poland in the 2014–2020 financial perspective in relation to the horizontal partnership rule. Based on the collected research materials, a typology of the stakeholder involvement forms was established by breaking down the following: formal involvement, selective in-volvement, cooperative involvement, and strategic inclusivity (the latter has not yet been implemented in Poland). As shown by the ROP monitoring committees’ functioning prac-tices, the stakeholder involvement degree varies in specific regions and the most common involvement forms are formal and selective, which unfortunately means that a culture of dialogue and cooperation between administration and external environment representa-tives is not yet developed in Poland. The main research finding is that specific conditions and development problems of voivodeships are the determinants of the degree of specific stakeholder class involvement in appropriate Committees. These factors determine the regional public policies profile and thereby affect the decisions of ROP managing author-ities when selecting cooperation partners.

DECENTRALIZATION IN INDONESIA: FROM REFORMATION TO THE LOCAL REGIME

In post-democratic development, decentralization is considered as a way to realize both economic and social equality. This is stated in the Indonesian constitution and is the aim of ongoing reforms. In line with the many post-reformation divisions of the new autonomous regions, it transpired that there were many problems regarding the strengthening of local centralization, which identified local regimes in these new autonomous regions. This study focuses on how the segregation that occurs within regional autonomy leads to an arena of power for the local regime in producing local power, and has even been made the symbol of families and groups. This symbol of power has regenerated from the beginnings of the post-reform period until the simultaneous regional elections in 2020. This research uses a case study approach to assess three new autonomous regions after the reformation: the Riau Islands, South Sumatra, and Banten. A comparison of the power arena model is conducted in each region, and these findings explain how the strengthening of the local regime is regenerated through various forms of power. This research is also able to reveal that regional expansion is a contestation arena for the perpetuation of local regimes in several regions in Indonesia, and to explain this phenomenon.

Routine Dynamics has emerged as a potential action pattern within public organizations. In truth, there is a relationship between trust-based governance and collaborative innovation in developing Routine Dynamics in public organizations. This study aims to analyze the relationship between trust-based governance and collaborative innovation regarding the Routine Dynamics of public organizations in Central Sulawesi Province, Indonesia. The research uses quantitative analysis in the form of structural equation modelling on a research sample of 120 people. The study shows that trust-based governance and collaborative innovation have a significant relationship with Routine Dynamics in public organizations. The research also shows that there is a relationship between trust-based governance and collaborative innovation. Meanwhile, Routine Dynamics will better serve as a new perspective in public organizations to improve trust-based governance and collaborative innovation. Finally, the authors argue that the greater the level of achievement of trust-based governance and collaborative innovation, the easier it will be to develop the implementation of Routine Dynamics in public organizations.

The optimal and successful solution in order to respond to the increasingly fierce complaints of the citizens of European states foresees a deep transformation, aimed at rebuilding their trust in the main democratic institutions, both at national and European level. This article develops a theme centered on the importance of this change in the current context of globalization, which will be supported by actively supporting the government, respectively strengthening the ability to solve problems and introducing citizens to active participation in the organization of civil society. At the current level, the main problem faced by the structures at different taxonomic levels is represented by the identification of the methods and principles of conceptualization, configuration and management of network-type structures, which will include public, private and non-profit decision-makers , with the aim of bringing added value to society. From this perspective, the strategic approach oriented to results represents an essential step, generating an efficient management of resources, greater responsibility, giving the governing body the chance to strengthen horizontal coordination efforts. The purpose of this study was to determine the effect of local government spending and institutional quality on the inclusive economy in Indonesia. To avoid the problems of endogeneity and omitted variable bias, the method used in this study is the system generalized method of moments (GMM). It was found that local government spending on housing and social functions positively and significantly affected the Inclusive Economic Development Index (IEDI). In contrast, government spending on health had a significant negative effect. Spending on education had an insignificant negative effect, while investment had a positive and significant effect on IEDI. The corruption rate as a proxy for the quality of institutional processes had a significant adverse impact on IEDI. This study provides an overview of the role and influence of local government policies and institutional quality that affect the region’s development and inclusive economic growth.

W ten sposób zidentyfikowano cechy badanego rdzenia.WynikiZidentyfikowany tytułowy rdzeń tworzą cztery fazy i trzy procesy o odmiennej logice. Wzajemne oddziaływanie procesów może tworzyć niespójność całego rozwiązania. Stwierdzono dominację zachowań zabezpieczających i ułatwiających operacje ZZL nad innymi typami zachowań menedżerskich. Sposobów radzenia sobie z tą asymetrią w ofertach nie podano.WnioskiStwierdzone niespójności procesów doskonalących, powinny zachęcać praktyków do określenia poziomu ich akceptacji dla heterogeniczności wzorów doskonalenia. Do tego zaś niezbędne jest rozwijania praktycznych kompetencji w zarządzaniu sprzecznościami. Przyszłe badania naukowe powinny, z kolei, przynieść pełniejsze rozpoznanie specyfiki różnych źródeł wzorców, charakteru operacji wykonywanych na wzorach przez różne podmioty, identyfikacja niespójności procesów rozpowszechniania wzorów. Celem badań było wykonanie analizy interesariuszy dla projektu badawczo-rozwojowego firmy Mediprintic sp. z o.o. w celu potwierdzenia poprawnie zidentyfikowanych podmiotów do współpracy w ramach projektu 1.1.2 PARP Platformy Startowe. Metody: Do oceny wybranych interesariuszy wykorzystano: narzędzie do identyfikacji interesariuszy i ich interesów, narzędzie do identyfikacji znaczenia i wpływu interesariuszy, analiza ryzyka dla podjętych działań podmiotu realizującego projektu z interesariuszami wraz z ustaleniem niezbędnych wskaźników oceny osiągnięcia kamienia milowego. Wyniki: Na podstawie przeprowadzonych badań wyselekcjonowano 14 kluczowych interesariuszy dla pomyślności realizacji projektu, które mają istotne znaczenie aby firma Mediprintic sp. z o.o. mogła wprowadzić swój produkt na rynek medyczny. Omówienie: Przeprowadzenie analizy interesariuszy ułatwia proces decyzyjny dla kadry zarządczej w celu priorytetyzacji podejmowanych działań uwzględniając ryzyka współpracy z poszczególnym partnerami biznesowymi.ANGIELSKIObjectives: The purpose of the research was to perform a stakeholder analysis for the Research and Development project of Mediprintic sp. z o.o. in order to confirm correctly identified parties for cooperation within the 1.1.2 PARP Start-up Platforms project. Methods: For the assessment of the selected stakeholders, the following tools were used: a tool to identify stakeholders and their interests, a tool to identify the importance and impact of stakeholders, a risk analysis for the undertaken activities of the project implementer with stakeholders together with the establishment of the necessary indicators to assess the achievement of the milestone. Results: From the research carried out, 14 key stakeholders for the success of the project were selected which are important for Mediprintic sp. z o.o. to be able to launch its product on the medical market. Conclussions: Completing a stakeholder analysis facilitates the decision-making process for management in order to prioritise the actions to be taken, taking into account the risks of cooperation with individual business partners.
