The paper presents results of the experimental study on the government’s remembrance policy, attitudes towards it, and the influence of remembrance narratives. It discusses individual differences of participants on three different grounds: (1) interest in history or politics, and level of historical knowledge, (2) features of cognitive motivation measured by the need for closure questionnaire: preference of order, desire for predictability, discomfort with ambiguity, closed mindedness and decisiveness, and (3) response to the presented narrative, including inspired emotions and an assessment of a story. Collected data and research observations offer an interesting and valuable insight into relationships between various factors and citizen’s support for the remembrance policy. They also lead the team to formulate three conclusions which may be used to develop theoretical understandings of this aspect of politics within political science and related disciplines.

In reflection summary it can be stated that social policy is both a possibility and a barrier in the development of a new corporate culture-civilization, referred to as globalization. Main forces shaping the new global reality, and the face of social policy are: technical and scientific progress, international laws and education focused on raising awareness of global change. Quick pace of civilization reveals an inability to adapt to a wide range of society the realities of the world of IT and information, and consequently the phenomenon of exclusion and widening of social pathologies. The image shaping social policy sets out the special role of participatory unit. The implementation of the project of European integration reveals a large gap between the assumptions and practice of social life. Standards of social policy remain in the realm of vision, a declaration of hope, the boundaries between the real world and virtual information and disinformation and manipulation. An important role in this regard play the media, which in its action shall submit to the effectiveness of the delivering authentic information about contemporary social realities and social policy pursued in its various structural dimensions.

Based on analysis of the research material shown Council of Ministers actions for the implementation of the project for the construction of the LNG terminal. The purpose of the article was to obtain answers to the following research questions: What are the reasons of delaying the opening of the LNG terminal in Świnoujście? In what extent the activities of the gas terminal in Świnoujście enhance the Polish energy security? After the analysis, it was found that there are several reasons for not giving to use LNG terminal in Świnoujście. One of them was and is the lack of involvement of the Polish government in this investment. Poland is still dependent on Russian natural gas. Activity of LNG terminal in Świnoujście would increase gas safety of Poland and limit its dependence on the Russian Federation.

The aim of this article is to analyse the impact of dual executive with the president elected by popular vote on the democratic transformation of post-communist countries of Europe and Eurasia. For this purpose following hypothesis was investigated: the system of government based on dual executive is a threat to democratization. Accepting that this process consists of three parallel transitions (political, economic and social), the author examined the impact of dual executive on the results of post-communist countries of Europe and Eurasia in two indexes: Revised Polity Score and Economic Freedom of the World. Thanks to this study some conclusions could be drawn pertaining to the impact of the system based on dual executive on the effects of the democratization of selected countries in political and economic areas. This allowed following question to be an-swered: is it a fact that a system of government based on dual executive with a president elected by popular vote is a threat to democratization?

This paper looks at the organization Islamic State in Iraq and Syria (ISIS). It argues against the prevailing view that ISIS is a part of the Global Salafi Jihad, finding instead that ISIS is a product of the sectarian strife in Iraq and Syria. While many may assume that ISIS’s supporters are little more than fanatical jihadists, I argue that given what we know about other domestic conflicts, ISIS members are more likely to join the fighting as a result of material incentives and the consequences of violence itself. Using daily interval event data I show that ISIS is more a sectarian insurgency than an international terror organization. I then explore the ways in which the conflict in Iraq and Syria helps ISIS solve its collective action problem. I find that Shia violence against Sunnis, ISIS’s material resources, and ability to govern all contribute to the likely growth of, at least, tacit support for ISIS among Sunni communities in Iraq and Syria.

W artykule, w oparciu o analizę historyczną, dokonano przeglądu najważniejszych koncepcji polityki społecznej państwa (od liberalnych po socjalne) oraz określono znaczenie sektora ekonomii społecznej w rozwiązywaniu problemów społecznych we współczesnych realiach w Polsce. W konkluzji stwierdzono, że ekonomia społeczna jest komplementarna wobec polityki społecznej państwa, funkcjonuje w warunkach alokacji rynkowej lub redystrybucyjnej, wykazuje tendencje od biernego do aktywnego wsparcia

Narodowa Demokracja proclaimed its programme to resign from violence as a military activity and manifested its reluctance to insurrectionary techniques of political fighting. It postponed the decision to begin a national uprising, which was supported by a number of factors. Narodowa Demokracja were willing to benefit from the impact made by social authority figures like the Church, the school, and the press. The rules they set out condemned any political loyalty to the occupants. They encouraged passive resistance against Russification or Germanisation and engagement in legal political activities. Narodowa Demokracja focused on how to organise effectively education and upbringing with the use of available means to educate the Polish nation. The experience of the partitions was disregarded when Sanacja, a Polish coalition political movement, was in power. As a result, a wide range of nonviolent resistance methods was adopted, including political and economic boycott.

Within the parliamentary committees, where the legislative activity is getting on, the interaction between interest groups and committees’ members leads, sometimes, to the modification of legislative process.

The present research paper attempts to apply the issue attention cycle model of Anthony Downs to corruption issues in the contexts of Canada as a democracy,and Kazakhstan as a soft authoritarian regime. The major contributions to the existing body of knowledge include: 1. replicating the Down’s model to analyse the corruption issue across the two countries; and 2. attempting to observe cycle variations depending on the nature of political regimes, and thus holding the regime as an independent variable as applied to the Down’s model.

The participation of Poland in the Union’s military missions was dictated by a conviction about the need of a common, solidary cooperation in solving problems on a local, as well as international level, especially in the situation, when local issues could transform into a problem of a wider, so regional or global nature. Ensuring a state’s safety and strengthening of the position of Poland on the international arena, as constant purposes of our national policy, required joining in any international initiatives that were supposed to serve as a realization of strategic national aims. Due to the fact that different processes and phenomena happening in surroundings, regions and in the world influenced by the Polish safety, Poland had to actively participate in these actions. The active membership of Poland in foreign missions had been creating conditions that favor economical development and a progress of civilization. The participation in missions lead under the aegis of the European Union was also a realization of allied commitments and they were the one to constitute the credibility of Poland. The participation of Poland in the Common Security and Defence Policy can be divided into two periods. The first once embraces a time, when Poland was not a member of the European Union and, to be honest, its participation in a decisive process under the CSDP had more of a personal nature of engagement into lead missions. Therefore, Poland activated its military forces in military operations, as well as civilian ones, of which there were more. A second period is the time after 2004, when Poland had become a member of the European Union. In this case, we had a formal right to participate or make decisions ands not to participate in certain initiatives of the European Union. In operations that had national forces involved, it is possible to notice happening there processes of the Europeanization. Generally, they were based on taking over soft regulation aspects elaborated on a Union’s level and implementing them in actions of Polish organizations. Even though under the CSDP decisions were made and are made in an intergovernmental way, in situations when Poland participated in operations lead by the European Union, it has always adjusted to the dictate of Brussels. It resulted from an operational, organizational and logistic subordination of the Polish Military Contingent. To sum up, it can be assumed that even in a policy considered as a field with many flaws, there still are ongoing processes of Europeanization based on taking over elements of soft laws and in some cases – hard regulations as well. In this context, Polish armed forces received some “best practices”, learnt to act in completely different conditions and fields that made their adjustments and taking over good practices have some kind of a socialization nature.

Their violence is not fully visible, but is very strong and overtakes the area of economics, politics, diplomacy, culture and identity, as well as all other areas of social life. Ultimately, it leads to erosion of the sovereignty of states and peoples and destroying their economies.

Celem artykułu jest zaprezentowanie problemów w dostępie do finansowania publicznego, z jakimi borykają się podmioty ekonomii społecznej. Artykuł opiera się na analizie literatury przedmiotu oraz materiałów źródłowych, w tym aktów prawnych. Skrótowo przedstawiono w nim polskie uregulowania prawne dotyczące możliwości wsparcia organizacji pozarządowych przez samorząd gminny i powiatowy, ze szczególnym uwzględnieniem podmiotów ekonomii społecznej. Wyniki analizy skłaniają do postawienia tezy, że w obecnej sytuacji zbyt często forma świadczenia usług publicznych wpływa na możliwości skorzystania z pomocy publicznej. Aktualne rozwiązania utrudniają sektorowi ekonomii społecznej dostęp do publicznego finansowania. W artykule zaprezentowano zarówno legislacyjne, jak i edukacyjno-wdrożeniowe rozwiązania, stanowiące propozycje eliminacji istniejących problemów.

Artykuł prezentuje zagadnienie usług społecznych – jako obszaru wspólnego dla polityki społecznej i gospodarki społecznej. Celem artykułu jest wskazanie, że usługi społeczne trzeba rozwijać i integrować z obu systemów w taki sposób, aby reintegracja społeczno-zawodowa oraz zatrudnienie wspierane skutkowało wejściem osób defaworyzowanych na otwarty rynek pracy i znalezieniem przez nich stabilnych miejsc pracy w gospodarce niesubsydiowanej. W artykule podjęto trud zdefiniowania usług społecznych i socjalnych, a także zaprezentowano dorobek teoretyczny Unii Europejskiej w tym obszarze, wskazując, że przyszłościowym modelem welfare state może być Social services mix state, gdzie integruje się usługi polityki społecznej i ekonomii społecznej. Scharakteryzowano także wielosektorową i aktywną politykę społeczną jako bazową dla integracji usług. Na zakończenie zaprezentowano katalog usług społecznych z konkluzjami i rekomendacjami na przyszłość.

Celem prezentowanego artykułu jest zwrócenie uwagi na te spośród prawnych form działania administracji publicznej, których stosowanie przez jej organy – w ramach interakcji, w jakie wchodzą one z podmiotami ekonomii społecznej – w sposób znaczący przyczynia się do zwiększania obszaru wzajemnej współpracy. Z uwagi na fakt, że niniejsze zagadnienia wpisują się w problematykę związaną z public governance, wyeksponowano ujęcie podmiotów ekonomii społecznej jako interesariuszy w ramach struktury sieciowej. Ponadto, zanalizowano pojęcie, jak i możliwe podziały prawnych form działania, koncentrując się zwłaszcza na umowach, działalności społeczno-organizatorskiej, planach, programach i strategiach działania.

Spółdzielnie socjalne mające za zadanie reintegrację społeczną i zawodową osób zagrożonych wykluczeniem społecznym stanowią ważny instrument polityki rynku pracy. W Polsce brakuje jednak kompleksowej i pogłębionej wiedzy o tych podmiotach i ich działalności. Wypełniając tę lukę, w 2011 r. na zlecenie Departamentu Pożytku Publicznego Ministerstwa Pracy i Polityki Społecznej zostało przeprowadzone ogólnopolskie badanie pod nazwą „Monitoring Spółdzielni Socjalnych” – mające na celu przybliżenie problemów środowiska spółdzielców socjalnych. Bazując na zgromadzonych danych, w artykule prezentujemy wybrane aspekty działalności tych podmiotów. Następnie, na podstawie informacji o aktywności gospodarczej i społecznej wyróżniamy cztery typy spółdzielni socjalnych. Opisując ich sytuację w wybranych wymiarach, określamy niektóre uwarunkowania kształtujące styl działania, wskazując jednocześnie na potencjalne czynniki mogące stanowić bariery w prawidłowym wypełnianiu zadań gospodarczych i społecznych spółdzielni socjalnych w Polsce.

Celem artykułu jest przedstawienie, na ile starzenie się ludności może być szansą dla rozwoju sektora ekonomii społecznej w Polsce. Zarysowano tutaj możliwości działania w obszarze usług opiekuńczych, ale też innych usług, które mogą być oferowane osobom starszym. Starsze osoby (zarówno pracownicy, jak i wolontariusze) mogą być istotnym zasobem dla podmiotów ekonomii społecznej, ale też trzeba mieć na uwadze pewne ograniczenia i problemy w działaniu organizacji z ich udziałem. Na końcu artykułu zamieszczono rekomendację, aby w systemie monitorowania podmiotów ekonomii społecznej uwzględniać dane o wieku osób, które w nich pracują (pracownikach), jak i o wolontariuszach. Podmioty ekonomii społecznej mogą dostosować swoją działalność do zmian demograficznych, ale ich oferta musi uwzględniać zmieniające się potrzeby odbiorców ich usług. Podmioty ekonomii społecznej mogą być ważnymi aktorami w tworzeniu polityk na rzecz osób starszych na szczeblu lokalnym.

Spółdzielczość – uważana za jeden z filarów ekonomii społecznej i ważny element budowy społeczeństwa obywatelskiego – jest wskazywana rzadko lub wręcz pomijana w oficjalnych dokumentach dotyczących tych zagadnień. Celem artykułu jest wykazanie, że międzynarodowo uznane wartości i zasady spółdzielcze są zbieżne z wartościami ekonomii społecznej i z zasadami, na jakich opiera się funkcjonowanie społeczeństwa obywatelskiego. W artykule omówiono genezę zasad spółdzielczych obecnych w różnych prądach ideowych w rozwoju historycznym spółdzielczości, ich ewolucję i próby skodyfikowania przez Międzynarodowy Związek Spółdzielczy, aż do przyjęcia przezeń Deklaracji Spółdzielczej Tożsamości w 1995 r. W dalszej części zaprezentowano tę Deklarację, jej wpływ na międzynarodowe i krajowe akty prawne dotyczące spółdzielczości, próby jej adaptacji do potrzeb różnych branż spółdzielczych oraz rozpoczętą dyskusję nad koniecznością jej nowelizacji. W konkluzji podkreślono, że spółdzielczość jako element gospodarki społecznej i składowa społeczeństwa obywatelskiego może być efektywnym uzupełnieniem państwa, wolnego rynku – nadającym bardziej „ludzkie oblicze” efektom zglobalizowanej gospodarki.

The paper refers to the ongoing discussion on the shape, forms, and methods of public administration activity. It deals with issues related to the place held by the right to good administration in the law system of the EU. The author has presented its creation process, which is inseparably connected with an evolution, which the member-states have undergone in their approach to the fundamental rights. The paper has shown the material and personal right to good administration based on the Charter of Fundamental Rights of the European Union and the European Code of Good Administrative Behaviour. The summary has stressed the procedural character of the right, covering direct relations between an administrative agency and an individual.
