The purpose of the report is to analyze the process of archiving in The Archives of Television Slovenia and to determine, whether The Archives of Television Slovenia (TV Archives) provides secure archiving, which allows access to the documents, usability and integrity, authenticity of the documents, their durability and re-usability. Author compares the process of the archiving with the common life through the prism of the anthropocentric view. TV Archives has catalogued TV broadcasts with the software tools ADAM since 2013. Software tools allows to the cataloguist to review the pictures. The content of TV broadcasts is sent to the editor’s servers of the users without the risk of the damages of the files. The broadcasts are sent directly to the programme list for the broadcasting of the programmes. The content of the programmes is safekeeping on the cassettes in the LTO (Linear Tape Open) library. All operations in the system are controlled and traceable and provide forensic trails. Access, reuse, integrity, authenticity of the documents are provided by the system of the cataloguing. The archiving is based on metadata which are mostly sent automatically from the redactions and the system of TV production. The system of the archiving is protected by the measures of the information security policy. The cassettes in LTO library are kept in optimal storage conditions (clean, cold and dry) and protected with flood and fire alarm. According to the instructions of European Union about the rights of the EU citizen to access the public documents is the access to the video documents limited only in the cases of the protection of the intellectual property rights. The review of the process of the archiving in TV Archives pointed that the archiving system is sufficient to the principles of availability, usability, integrity, authenticity, sustainability and reuse. The vision of The Archives of Television Slovenija is consistent with the vision of Slovenian public archives, which is published in the document “Strategy and implementation plan development of Slovenian electronic archives from 2016 to 2020.

Eesti keele kui teise keele kirjutamisprotsessi sujuvuse võrdlus keeleoskustasemeti

The aim of the current article is to describe fluency across proficiency levels in the writing process of native Russian-speaking learners of Estonian as a second language. The data of the study consist of texts written by 34 participants, all of whom were students at Tallinn University. The data were collected with the computer keystroke logging program ScriptLog. The written argumentative and narrative texts were rated by two experts according to the Common European Framework of Reference for Languages (CEFR). The data were representative of four CEFR language proficiency levels: A2 (4 texts), B1 (13), B2 (13), and C1 (4). Fluency was analysed and described according to process, product, revision, pausing behavior,and keyboard skills. Furthermore, the fluency of the writing process was measured on the basis of online and offline measures. The results of the study were compared across the proficiency levels. The fluency of the writing process increases with growth in proficiency, the greatest development being observed between levels B2 and C1.

Purpose of Research. The article deals with the trends of the reformation of the Ukrainian culture,announced in 2016. The author analyses the development of digital culture which provides the unlimited access capabilities for culture product as well as acquisition of new levers in cultural. Methodology. The methodology involves the systemic approach and information analysis. Scientific Novelty. The issue of Ukrainian culture strategic development, establishment of the integrated informational and documentary systems, the national cultural heritage protection and the establishment of electronic resource for material and spiritual culture sites and facilities are reviewed. Conclusions. The cultural and artistic process of Ukraine and slowness of the integration into cultural and artistic process of European area require financing as well as new conditions for culture development and the new level of document administration. It involves the records administration meaning, including the concept for formation and representation of the cultural heritage and cultural values. This process should be oriented toward communication. It also facilitates comprehensive satisfaction of the most various cultural needs of culture managers and users. In addition, it should be provided with appropriate records.

The manuscripts are foremost sources of social sciences especially on the history and literature branches. The limited number of manuscripts’ copies and uncompleted catalogs restrict the accessibility of the works. The purpose of the study is to introduce the manuscripts of Osman Turan History Studies Library in the KTU Faik Ahmet Barutçu Library to researchers. There are nine books written in Ottoman and one written in Arabic and two archival records in the library. The features and contents of this small manuscripts collection are briefly described in the work. In this context, the writings on the book are presented to the researchers for their future studies.

Subject search is a way to access document information in the catalog based on their content features. Components of subject search in the computer environment, are access points, such as classification tags, subject words, descriptors, title words. Search is done in a nowadays world via online catalogue. In 1997, IFLA developed a study “Functional Requirements for Bibliographic Records”, and for bibliographic marking of records, MARC (Machine Readable Cataloging) format. To enable the subject search, the key is the document subject processing. Subject heading is made of a set or line of words, that are term designations, which as a whole, give a concise statement about the subject. Search and designation are two interrelated processes that must be based on the same terminology.

Digital storage and retrieval of texts has been in the focus of an entire branch of contemporary literary studies. Literary texts online meant a new step, allowing readers to access (and editors to build and modify) the corpus in a radically new way, via the Internet. A recent development, however, the era of the network (with its “community sites” and all the different interactive communications between users) raises quite new issues. In addition to problems of archiving, accessibility and connectibility, the issues of literature produced and received on the Internet came to the fore, and deserve interest and theoretical reflection in their own right. In this study, some cases from the Hungarian internet scene concerning the temporality, authorial position, collective production, etc. are described, in order to call for a more systematic and thorough survey of these phenomena in general.

The article analyzes the measurement methods of elections and electoral systems. The most цоммон coefficients of disproportionality are presented: The Rae index, the Loosemore – Hanby index, and the Gallagher Least Squares index. Mentioned are also some quantitative methods for evaluation of party systems: The Taagepera – Shugart advantage ratio, the Rae fractionalization index and the Laakso & Taagepera effective number of parties. In the conclusion part the author discusse some typical difficulties in measuring elections and electoral systems in the more distant past: problems concerning an existence of uncontested mandates, regional-based coalitions for parliamentary elections, members of parliament by appointment etc.

Analiza bibliometryczna piśmiennictwa z zakresu komputeryzacji bibliotek na podstawie „Polskiej Bibliografii Bibliologicznej”

One planned to present a quantitative description of the Polish literature which is thematically associated with the problems of the computerisation of libraries in Poland; to define the dynamics of its growth across the span of the last fifty years and to identify – and to provide a quantitative description thereof – of the particular problems which were the subject of the publication until the end of 2017. One applied a bibliometrical method, and the source of data for the bibliometrical analyses was constituted by the “Polish Bibliological Bibliography” (PBB). The study enabled one to determine the time when the bibliological and informatological literature saw the emergence of the first publications which are thematically associated with the problems of the automatisation of libraries and how the dynamics of the growth of the literature in this field occurred in the years 1970–2009. As far as the particular problems are concerned, one indicated only the publications devoted to online catalogues, digital libraries and the Internet in library science. The study also facilitated the identification of factors which hindered or even precluded bibliometrical analyses – the latter were necessary for the obtaining of reliable results. The work was enhanced by the elements of the analysis of the “Polish Bibliological Bibliography” in terms of its utility as a source for bibliometrical research in the problems which are discussed.

Patronat honorowy nad konferencją objęli: Marszałek Województwa Łódzkiego Witold Stępień, Prezydent Miasta Łodzi Hanna Zdanowska oraz JM Rektor Uniwersytetu Łódzkiego prof. dr hab. Antoni Różalski. W konferencji wzięło udział 80 osób, podczas pięciu sesji wygłoszono 23 referaty.

Digital storytelling is an engaging learning environment that gained worldwide popularity over the last years. It offers a rich cross-curricular learning environment within which children design, create and present their own stories and develop many skills including literacy, presentation and communication skills as well as inquiry-based learning and digital skills. In this paper we present a new way of digital storytelling, a form of dramatized storytelling inspired by the rich tradition of Shadow Theater. This form of storytelling showcases an engaging way of renovating cultural heritage with the use of digital technologies. It combines a number of digital tools for the production of the digital stories covering all five phases of film making: scenario development, preproduction, production, post-production and distribution. eShadow can be used (a) to create digital shad-ow puppets, and (b) to set up, perform and record the scenes of the digital story (production phase). This way, digital story creation is wrapped around engaging learning scenarios, playful improvisations and creative learning. eShadow has been extensively used to support cross-curricular learning mainly in Greek schools. It is extended to support marionette-like interactions to promote its use in countries with relevant storytelling cultures.

Non Algebraic Techniques for Digital Processing of Historic Painting Research Documentation

Conservation of historic painting requires comprehensive and correct information to be analyzed during the diagnostic and decision making process in a systematic and rational approach. This paper aims to contribute for the setting of an optimal working process tailored for digital image processing of historic painting research documentation, to be used also in other interdisciplinary areas. To the end it integrates the purely algebraic approach with expediencies derived from the specific scientific background of multidimensional and multimodal images of different types (MMI). Following key tasks have been addressed: 1)Presentation involving non algebraic methods whose main advantages are the functionality to the objectives of the scientific study, the relatively reduced computational complexity and the possibility of parallel processing of MMI; 2) Simulation of new digital expedients based on developed methods by using test databases containing different types of MMIs; 3) MMI analysis based on non-algebraic intelligent segmentation methods that expand the possibilities for proper detection, recognition and evaluation of the changes in the surveyed objects; 4) MMI processing based on adaptive interpolation, which is of small computational complexity and provides high quality interpolated areas (objects) in 2,5D, facilitating the decision-making process on the basis of the relevant information. The effectiveness of the proposed approaches in terms of scientific functionality, accuracy of the diagnosis, and low computational complexity is demonstrated with examples of applications to typical real data in the respective subject area.
